Land dispute worth one billion FCFA: Modou Khoulé's case against ADS lands in the Rufisque public prosecutor's office

Litige foncier portant sur un milliard FCFA : L’affaire Modou Khoulé contre l’ADS atterrit au parquet de Rufisque

The dispute between real estate developer Modou Khoulé and the Senegal Airports Agency (ADS) housing cooperative has taken a new turn. According to information from Seneweb, following an investigation by the Criminal Investigation Division (DIC) into alleged fraud, the report was forwarded to the public prosecutor at the Rufisque High Court. The latter referred the case to the judge of the 1st chamber for the opening of a judicial investigation.

In this case, it was the former director general of ADS, Pape Maël Diop, who brought Modou Khoulé into contact with Malick Ndoye, president of the buyers' collective. The agreement concerned the acquisition of land located at Lac Rose, Diass and Sébikotane.

Heard in May 2025, Pape Maël Diop and Malick Ndoye explained to investigators that the collective has around 1,000 members, each of whom paid one million CFA francs to obtain a plot.

However, the documents submitted by Modou Khoulé turned out to be false, according to the plaintiff. Worse, the prefect opposed any construction on the Sébikotane site, while the land at Lac Rose and Diass remains unusable.

For his part, Modou Khoulé contested the amount of one billion CFA francs he was accused of, while admitting to having received 600 million CFA francs, claiming to have delivered 600 plots of land in return.
