Créance contestée de 10 millions F CFA : Bras de fer judiciaire entre le Parti socialiste et la SNR

The Dakar Special Court, ruling on civil matters, heard on Tuesday, September 2, 2025, a case between the Socialist Party (PS) and the State of Senegal, represented by the National Recovery Company (SNR).

According to Seneweb, the dispute centers on a debt of 10 million CFA francs that the Socialist Party (PS) had contracted with the former Crédit du Sénégal bank. As part of its debt collection mission, the SNR served a formal notice on the PS demanding it pay this debt. However, the latter categorically refused, denying the very existence of the payment obligation.

Faced with this resistance, Mr. Babacar Ndiaye's management took action by issuing a notice to third-party holder (ATD) on several PS bank accounts. This procedure allows the administration to directly seize available funds. The debt collection agency even obtained the withdrawal of 10 million CFA francs from a PS credit account from a local bank.

Believing it had been wronged, the Socialist Party (PS) has taken legal action. Its secretary general, Aminata Mbengue Ndiaye, has filed a writ of summons against the SNR before the civil court for the full reimbursement of the 10 million CFA francs withdrawn from its accounts.

The hearing was eventually adjourned.
