Yacine Fall dénonce les lenteurs du Pool judiciaire financier et annonce des réformes
Speaking to members of parliament during the question period at the National Assembly, Minister Yacine Fall expressed serious concerns about the functioning of the Financial Judicial Pool (PJF), believing that the results achieved in the fight against financial crime remain far below the expectations of the Senegalese people.
“The Senegalese people are interested in justice,” she declared from the outset, before returning to the controversial role played, according to her, by a part of the judicial system under the former regime. “The justice system did the dirty work in all the shady dealings of the former regime,” she asserted before the parliamentarians.
The minister recalled that the creation of the Financial Judicial Pool responded to a clear ambition: to strengthen accountability and accelerate the processing of cases related to the embezzlement of public funds and money laundering.
But, according to the Minister of Justice, the results remain weak. "The results on accountability fall short of the legitimate expectations of the Senegalese people," she lamented.
Yacine Fall notably revealed that no major case of embezzlement of public funds or money laundering has yet been tried since 2024. "A worrying reality: no case of embezzlement of public funds or money laundering has been tried to date," she stated.
According to her, the cases handled so far mainly concern migrant smuggling, drug trafficking, or other common law offenses, far removed from the primary purpose of the Financial Judicial Pool. The minister also denounced the delays in processing the cases, which in some instances have led to the release of those implicated.
"The accumulated delays in processing the procedures have sometimes led to releases to the detriment of the victims," she said.
She also expressed concern about the circulation in the press of internal statistics not yet officially released by the Ministry of Justice.
In response to these dysfunctions, Yacine Fall announced that she had recommended an inspection to identify the causes of the difficulties observed within the Financial Judicial Pool. "It cannot be accepted that magistrates receive compensation for an increased workload without satisfactory results," she asserted.
The government is also preparing a reform of the PJF's operations to refocus the jurisdiction on major financial cases. The minister revealed that a draft decree has already been submitted to the Head of State and approved. "The jurisdictional threshold will be raised to 500 million CFA francs," she announced.
Through this reform, the authorities want to strengthen the effectiveness of the system for combating corruption, embezzlement of public funds and major economic crimes.
