Online electronic form available: OFNAC digitizes asset declarations

Transparency in the management of public funds has just entered the digital age. No more paperwork and convoluted administrative procedures. The National Office for the Fight Against Fraud and Corruption (OFNAC) has just digitized the asset declaration process with the official online launch of a new electronic form and a guide for declarants.

This update, which marks a decisive turning point, is part of the implementation of recent legislative developments, in particular Law No. 2025-13 of September 3, 2025 relating to the declaration of assets and its implementing decree aimed at strengthening the public transparency system.

However, the OFNAC clarifies in a press release that filing a physical declaration remains an option. "Declaring electronically does not prejudice the taxpayer's right to submit their declaration in person to the relevant OFNAC offices," the press release emphasizes.

This new tool, available on the Ofnac official website, allows those subject to it to fulfill their legal obligation through a secure interface that guarantees better data confidentiality.

As a reminder, Law 2025-13 strengthened the powers of the National Office for the Fight Against Fraud and Corruption and expanded the list of decision-makers and managers of public funds subject to this transparency exercise. However, several authorities are still reluctant to comply.

Invited to the program "Point de vue" (RTS) last Sunday, the president of Ofnac, Moustapha Ka, indeed made an alarming observation on the level of compliance of certain public authorities with the obligation to declare assets.

The magistrate revealed that less than half of those subject to the tax complied with the legal requirements. He denounced the fact that only 558 individuals had actually filed their declarations out of a total of 1,594 registered.

The new law, the implementation of which is now underway through the online release of the new form, gives the Ofnac more binding legal means to enforce the law.

Therefore, failure to comply with the legal deadlines for declaring assets (3 months after appointment or election, 3 months after termination of employment, and an update between April 1st and June 30th of each year) exposes those subject to the declaration to the penalties provided by law. These penalties can range from a formal notice to salary deductions.

    C'est bien mais là n'est pas la Solution. Ces Ministres et DG qui refusent de déclarer leurs revenus doivent tous simplement limogés . Comment les plus hautes autorités d'un Pays peuvent ils aussi Irresponsables voir non Vertueux pour ne pas faire alors la Loi exige.
