Saly en colère contre la SAPCO : La population dénonce une « dépossession foncière » et exige son départ
The social climate is deteriorating sharply in the popular seaside resort of Saly, where a power struggle is pitting the municipality against the Senegalese Coastal and Tourist Zone Development and Promotion Company (SAPCO). Organized within the Collective for the Defense of the Interests of Saly Portudal, the population denounces a "progressive dispossession of communal spaces" and unilateral land management by SAPCO.
During a press conference, the group accused SAPCO of appropriating or controlling land initially intended for projects of public interest, in violation of the laws in force.
Among the disputed sites are the 3 hectares allocated to the community in 2013 for the construction of a secondary health center, the area near the "Welcome to Saly" site, designated for a municipal amusement park, and the land in the Saly neighborhood, reserved for community needs. The group denounces a blatant violation of the constitutional principle of the free administration of local authorities.
Moulaye Hassan Badji, a municipal councilor and member of the collective, also pointed out that the law explicitly excludes village areas and their extensions from the scope of SAPCO's land intervention, warning that "the municipality of Saly has practically no land left. Future generations are threatened."
Beyond the land issue, residents lament a visible decline in the quality of life in the resort. They cite persistent unsanitary conditions despite the presence of idle garbage trucks, inadequate street lighting, a feeling of insecurity, and a lack of tourist activities. Another major economic point of contention is the double taxation. Local businesses and vendors are reportedly forced to pay taxes to SAPCO in addition to those levied by the town hall, a situation deemed stifling for the local economy.
Tensions escalated with the statement from the collective's president, Pape Sylla, who warned: "SAPCO has done absolutely nothing for the people of Saly. If they take back the 3 hectares, they'll have to bury us all on it." He also called on residents to stop paying for concession contracts issued by SAPCO. For his part, Babacar Gueye, the second deputy mayor, declared: "We are heading towards a fight. What's happening in Saly is unacceptable."
The group formally calls upon the President of the Republic and the State of Senegal to clarify responsibilities, enforce the laws, and preserve social peace. The population is also planning to organize a march as soon as possible to voice its demands.
