COMMUNIQUE DU CONSEIL DES MINISTRES DU VENDREDI 05 JUIN 2026

The Council of Ministers was held exceptionally on Friday, June 5, 2026, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

The Head of State made a statement covering the following points:

New Government and Acceleration of the National Transformation Agenda

The President of the Republic, after commending the important work accomplished by the outgoing Prime Minister and Government, congratulates Prime Minister Ahmadou Alhaminou Mohamed Lo and the members of the Government on their appointment. He emphasizes the special political, economic, social, and security context, which calls for constant commitment, unwavering solidarity, teamwork, and sustained efficiency in the implementation of the National Transformation Agenda.

The Head of State reiterates that the Government, a collegial and united institution whose fundamental characteristic is loyalty, is accountable to the President of the Republic and the National Assembly. He observes that the Government is assuming its duties at a time when Senegal is at a crossroads: consolidating its security and sovereignty, building a strong, endogenous economy open to the world, strengthening employment promotion policies, reviving productive investment, improving infrastructure, and enhancing the purchasing power and well-being of the population.

The President of the Republic emphasizes the imperative for the government to be one of hard work, action, achievement, and rapid results. To this end, he requests the Prime Minister to submit a Government Action Plan as soon as possible. This operational emergency government plan must include economic recovery, the consolidation of public finances, the management of sovereign debt, the clearing of domestic debt, and the revitalization of vital sectors.

The Head of State indicates the urgency of paying particular attention to the business environment, the development of the national private sector, the informal economy, SMEs/SMIs, the smooth running of the agricultural production campaign, the improvement of household purchasing power, poverty reduction programs, state social interventions and social dialogue.

He instructs the Prime Minister to intensify the modernization processes of public administrations and to ensure the management and performance of all entities in the public and semi-public sectors. Furthermore, he directs members of the Government to implement, under the Prime Minister's leadership, a coherent, effective, and results-oriented local communication strategy.

The President of the Republic instructs the Prime Minister to oversee the preparation of the legislative agenda, the upcoming budget documents (LFR 2026 and DPBEP 2027-2029) and the budget orientation debate.

Finally, he informs the Government that the Council of Ministers will meet every fifteen (15) days. In the interim, thematic interministerial councils and meetings for planning, monitoring, and evaluation will be held, under the leadership of the Prime Minister.

Celebrating the centenary of President Abdoulaye WADE

The President of the Republic recalls that Senegal is celebrating, in unity, the centenary of Master Abdoulaye Wade, former President of the Republic. On this occasion, he salutes, on behalf of the Nation, his historic struggle for the strengthening of democracy and public freedoms, the consolidation of the rule of law, African integration, and the development of Senegal. In this regard, the Head of State informs the Council that he presided, on June 4, 2026, over the ceremony honoring this exceptional and multifaceted man, a national treasure, whose political courage, patriotic commitment, and pragmatic reformist boldness contributed significantly to Senegal's influence in Africa and throughout the world. He asks the Government to support, both in Senegal and abroad, the implementation of all activities related to the celebrations of the life and work of President Wade.

Lessons from the National Dialogue

The Head of State announced that from May 21 to 31, 2026, he received former Prime Ministers and former Ministers of Finance and the Interior as part of the audiences, meetings, and consultations related to the new format of the national dialogue. After thanking and congratulating all those received for their exemplary patriotic commitment and their strong sense of duty to the State, the President of the Republic indicated that he will continue to meet with key stakeholders in the nation, with a view to strengthening the social and economic foundations for the realization of the Project for a sovereign, just, and prosperous Senegal.

National mobilization around the Lions of Teranga

The President of the Republic notes that the Senegalese national football team will begin its campaign at the 2026 FIFA World Cup on June 16, 2026. He announces that he presented the national flag to the players on Tuesday, May 2, 2026, reiterating his full confidence and support. He calls upon all segments of the nation to rally around the national football team during this major competition, which enhances Senegal's international standing, particularly in the field of sports.

Finally, the Head of State extends his warmest congratulations to the U17 Lions, African Champions, for their brilliant victory at the end of the AFCON for the category which has just taken place in Morocco.

Agenda of the President of the Republic, monitoring of integration, cooperation and partnerships

The Head of State informs the Council that he made a friendly working visit to the sister Republic of Gambia on Saturday, May 30, 2026, at the invitation of His Excellency President Adama BARROW.

UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION

The Prime Minister began his address by expressing his deep gratitude to the Head of State for the renewed and strengthened confidence shown in appointing him to the position of Prime Minister, before highlighting citizens' expectations in terms of concrete results, with more jobs and economic opportunities, better access to essential services, a more efficient administration and a tangible improvement in their living conditions.

He presented a paper whose central theme was: "The new method for conducting and coordinating government action for transformation, operational efficiency, and results." This paper was structured around the following points:

Working methods

As part of the government's accelerated action, the Prime Minister announced a new direction for central leadership, with the Prime Minister's Office operating primarily through active and daily inter-ministerial collaboration. In this context, priority will be given to the harmonious management of institutional interfaces.

For the Prime Minister, the change in method in the conduct and coordination of government action requires the transition

● from a procedure-centered logic to a problem-solving-oriented logic;

● from an activity-based logic to a results-based logic;

● from a sectoral logic to a systemic logic;

● from a logic of compartmentalization to a logic of cooperation.

With a view to operational efficiency, every project undertaken must contribute to national priorities, every reform implemented must lead to measurable improvements, and every public resource mobilized must generate maximum value for citizens. Therefore, the Government will ensure, in all its actions, that they are aligned with national priorities. Budgetary decisions will be consistent with the transformation objectives.

In the same vein, he stressed the urgency of developing a Code of Ethics and Professional Conduct for public administration officials.

He particularly emphasized the alignment of all public policies with the Senegal 2050 Agenda, the strengthening of the management and organizational capacities of ministries, administrative performance, risk management culture and cybersecurity.

Accelerating the implementation of the priorities of the Senegal 2050 Agenda

The Prime Minister reiterated the need to prioritize critical issues with immediate implications of the Senegal 2050 Agenda. In this regard, he particularly emphasized the timely provision of inputs for the agricultural production campaign, food security during the lean season, the organization of examinations and competitions, and flood prevention.

the evaluation of the implementation of the Economic and Social Recovery Program (PRES) and the implementation of the required adjustment measures, as well as the Diomaye Plan for Casamance and the Diomaye Plan for Eastern Senegal.

Furthermore, the Prime Minister recalled the efforts related to the legislative agenda as well as the follow-up to directives issued by the Councils of Ministers and the Interministerial Councils.

He concluded his presentation with details on the practical implementation of all the guidelines outlined.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted the draft agro-sylvo-pastoral and fisheries policy law.

    Les femmes sont présentes dans tous les secteurs de la vie nationale, il faut arrêter des les infantiliser. C'est moins le nombre de femmes au gouvernement qui compte mais la qualité. Rien ne peut se faire sans elles. Le Sénégal est un pays pionnier en ce sens.
