GIZ, the Deutsche Gesellschaft für Internationale Zusammenarbeit (German Society for International Cooperation), is an international cooperation enterprise for sustainable development operating on all continents. Often working in challenging environments, GIZ supports complex processes of change and reform. Its primary objective is to sustainably improve the living conditions of people in partner countries. Under the responsibility of ProSANTE III, GIZ in Togo is launching this call for tenders for the recruitment of a consulting firm or research company with the mission of "Capacity building in cooperation and coordination for multisectoral actors."
As part of the preparation for the implementation of a project funded by the Green Climate Fund (GCF) on the health-climate nexus, this call aims to strengthen the capacities of key actors (Ministry of Health, civil society, research and related sectors) to ensure effective intersectoral collaboration from the start of the project.
The consultant will be responsible for analyzing current coordination practices, co-designing and testing simple and operational collaboration mechanisms (planning, decision-making, monitoring), supporting their adoption by stakeholders, and proposing a system for steering, monitoring and continuous improvement.
The mission will be based on a user-centered (Human-Centered Design), participatory, and results-oriented approach. The objective is to equip stakeholders with concrete and immediately usable tools to ensure a rapid, coordinated, and effective project launch.

ELIGIBILITY REQUIREMENTS
TO BE ELIGIBLE, THE CANDIDATE MUST:
Provide proof that he is in compliance with the tax and social security regulations of his country.
Demonstrate an average annual turnover of at least ten million (10,000,000) CFA francs over the last three (3) years.
Provide proof, using certificates of satisfactory completion, of the delivery of three (03) capacity-building services (training/coaching/mentoring) to CSOs, government entities, and development partners (two of which are in Africa). Note: Supporting documents will be requested during the bid submission stage .
Bidders may submit bids individually as a firm/company or as an economic interest group. If submitting a group, only joint and several liability groups are acceptable. This type of group and its lead partner must be clearly indicated in the group agreement. It is not possible to form a group later in the procedure.
