“Compensation for the families of martyrs and victims”: Professor Aly Khoudia confirms and encourages Minister Maimouna Dieye.

To be perfectly frank, there isn't yet one single truth in this matter. There are several, and we are working to establish each truth on one or more legal foundations. In this area, the sectors involved (family, health, justice, finance, ANSD, civil society, etc.) are not dealing with sensitivities or emotions. These sectors are dealing with fairness and urgency, supported by rigorously tested administrative practices. Furthermore, these sectors are not prisoners of public opinion because, as Bachelard taught us, "public opinion does not exist… Or if it does, it doesn't think… And even if it does happen to think, it thinks poorly," it translates needs into knowledge… In short, Gaston Bachelard believed that "nothing can be founded on opinion; it must first be destroyed because it is the first obstacle to overcome" in order to access the truth and distinguish between emotion, demagoguery, realism, and rationalism (our addition). This way of thinking guided the work of the committee established for this purpose, whose objective in this assistance and support process is first and foremost to uncover all possible truths and find solutions. The Directorate General for Social Action, a stakeholder in this matter through Mr. Amar Niang, is participating in the census, investigation, and psychosocial support activities.

The truth of the figures to date

  1. 5 billion has not yet been spent; this was a budget estimate. In reality, barring any unforeseen developments, only 1.8 billion has been allocated.
  2. To date, 74 families of victims have been identified and 30 families have received assistance of 10 million FCFA.
  3. 2190 former prisoners have been identified, barring any changes, and of this number, 2189 have received solidarity assistance of 500,000 CFA francs.
  4. Seven other families have completed their social assessments. They will receive their checks this week, barring any changes.
  5. 283 patients have been treated and the process continues
  6. 1634 former detainees out of the 2190 identified so far have undergone an investigation regarding the continuation of their support.
  7. 26 teachers who were detained, tortured and imprisoned have been reinstated in their positions.
  8. The Minister of Public Service, the Minister of Agriculture, the Mayor of Dakar, and all the individuals involved in the process of reintegration, care, and psychosocial support are invited to show the greatest solidarity towards these martyrs who gave their lives for the nation so that law and democracy may triumph.

In implementing this complex activity, the sector representatives present gave priority to clarity, transparency and fairness.

Who is responsible for managing compensation? (Sectoral ministries and authorized and/or associated bodies)

Through what mechanisms? Assistance and relief to families and victims

Who makes the selection? A committee created by decree of the Ministry of Family and Solidarity.

Who are the beneficiaries : All direct or indirect victims, security forces/business owners, people who apply, targeted individuals.

Duration : dynamic process

What is the legality of such a procedure? We are not talking about compensation here, but about assistance and support for victims. And in this case, that falls within the purview of the Minister for Family Affairs.

Period concerned : 2021 and 2024, during the riots of the first and second wave (2021 and 2023) and the ramifications in 2024.

People who have died : 10 million per family, while knowing that no amount can replace a life.

Political prisoners/Collateral victims outside of companies, according to data available from authorized bodies: 500,000 francs/person in the form of assistance

This isn't about debating whether or not to repeal the amnesty law. Politicians do that every day. The focus is on solidarity with the victims, the period covered, and the suitability of those chosen for the first phase. Yes, there is indeed a first phase, and there will be others.

The first question : Who is the victim and what definition should be used?

  1. The victim is a person killed during the aforementioned events.
  2. Or died in prison after incarceration related to the events
  3. Or alive but having been shot, admitted to a treatment center, presenting visible trauma and considered by an accredited expert to be extremely serious,
  4. People considered to have suffered collateral damage, FDS/business owners.
  5. People who apply, target groups, after committee investigation

The second question : Which victims require the most urgent care, given the risk of their own deaths if nothing is done? This is an important question and can be understood as a closed question (yes or no, can the victim survive if nothing is done?). Due to medical confidentiality, only the names of the first identified individuals have been released, while their medical conditions have not been made public, although the very small committee will have the necessary information to form its opinion. One victim was shot in the head. As I write these lines, the bullet remains in his head. Yet he was evacuated to Morocco and then returned to Senegal. Because the operation is very risky—either it succeeds, but the person never regains the use of their limbs, or it doesn't go well and they die—a difficult decision must be made, and he must be given time to reflect. In the meantime, he is receiving psychosocial support. It has been observed that many of our fellow citizens, victims of the events of 2021 and 2024, died due to the Senegalese government's failure to respond in a timely manner, and many continue to suffer physically. Minister Maimouna Dieye and the committee managing purely social, not political, matters deserve praise and encouragement, even though, admittedly, in our country, politics is never far removed from the workings of the administration.

    Arrêter hypocrites. Ces jeunes sont mort par la faute d un homme et non pour la république. C est triste ce qui est arrivé mais ce ne sont pas des martyrs. Vous savez tous qui les as fait sortir pour qu ils s attaquent a l état et c est le seul responsable de leurs morts mais il fait le victime.

    Voilà des clochards qu on appelle intellectuels. Et c'est dommage que par manque de courage et pour des avantages , ces gorilles envahissent nos plateaux pour raconter des bêtises.
    Il valide que l argent soit distribué aux voyous, aux casseurs et d une façon désinvolte ( ( transfert d argent...)
    Au même moment cet imbécile n à jamais ouvert sa sale gueule pour défendre nos mutilés de guerre, ces braves soldats blessés en défendant la patrie

    Vouloir justifier ceci pour un intello...on aura tout vu ! Qui que tu convoques pour soutenir ton propos n'y fera rien. Le terme même de martyr pour désigner ces soi-disant bénéficiaire est un non sens. La désignation de martyr est encore une manipulation des esprits comme O.S est son parti savent bien le faire!
