To the Minister of National Education, Republic of Senegal
Subject: Contribution on the prohibition and regulation of mobile phones in schools
Mr. Minister,
I have the honour to submit to you, hereby, a contribution on the question of the use of mobile phones in schools, a current issue which strongly concerns the educational community.
Unregulated use of phones by students poses real challenges: decreased concentration and listening skills in class, weakening of community life in schools, exposure to violent or inappropriate content, and considerable waste of time on applications that contribute nothing to education or society.
For example, some countries like China have introduced strict controls on digital content accessible to minors, geared towards learning and promoting educational virtues.
Faced with this situation, I propose the following guidelines:
* – Integrate digital teaching into educational programs;
* – Introduce the notion of digital citizenship for responsible and ethical use;
* – Reintroduce and strengthen moral and civic education;
* – Anticipate the challenges linked to artificial intelligence in schools;
* – Train teachers in digital tools and digital pedagogy;
* – Create a secure and suitable digital learning environment;
* – Organize school challenges and quizzes to promote effective use of the telephone as a work tool, with the possibility of rewarding the best students with scholarships or educational prizes.
Mr. Minister, it is not just about banning the use of mobile phones in schools, but about regulating, educating and preparing our children to become responsible citizens in a constantly evolving digital world.

Cependant, au moment où le Sénégal s’engage à introduire l’intelligence artificielle (IA) dans l’école — avec la formation de 105 000 enseignants, une charte d’éthique et 5 000 ordinateurs distribués — une contradiction apparaît. Le téléphone portable reste aujourd’hui le support le plus accessible pour les outils d’IA, surtout dans un contexte où l’ordinateur est rare.
La solution n’est donc pas une interdiction stricte, mais une régulation intelligente :
Former les enseignants pour encadrer les usages.
Initier les élèves à la citoyenneté numérique et à la responsabilité.
Autoriser les usages pédagogiques tout en limitant les dérives.
Ces temps si la nouvelle régime a adopter le IA a l'éducation sénégalais.demander au enseignant.
