La démocratie à montré ses limites, elle n'est plus viable (Par Cheikh Bèye)
From the Greek words dêmos, meaning "people," and kratos, meaning "power," democracy
seems to be the most viable system.
Literally, it means "the power of the people" or "governance by the people and for the people".
Democracy, in its modern sense, finds its roots in ancient Greece, more
specifically in Athens, in the 5th century BC. However, it is necessary to distinguish the type of
democracy which developed during that period.
Direct democracy in Athens
In Athens, democracy was practiced directly: citizens (free men,
(born of Athenian parents and over 18 years of age) would gather in assembly to
to discuss and decide on laws, war, peace and other political issues.
They therefore exercised power without intermediaries.
This form of democracy, based on the idea that all citizens recognized as such should have an equal voice in the management of the city, now seems to have shown its limitations.
Nowadays, in the 21st century, modern democracy is generally associated with
limitation on the number of terms.
Let's talk about the United States, which is currently going through one of its most difficult moments with a "shutdown" paralyzing the country for more than ten days, resulting in the non-payment of civil servants and worsening the national deficit.
These events, coupled with the arrival of President Trump and the rise of the MAGA movement, have reignited the debate on term limits, with some arguing that they do not give the president-elect enough time to carry out his agenda without constantly thinking about the next election.
Many major world powers — such as Russia or China — do not apply this model of democracy with strict limitation of the number of terms, while promoting it to other countries.
According to a frequently expressed perspective, democracy with term limits would have
It was designed to hinder the development of African countries. By changing regimes every 5 or 10 years, the new power has to relearn the mechanisms of governance, while the old one, already experienced, had the know-how and ingenuity necessary to move things forward.
Let's take the example of Ivory Coast, today the leading economic power in Africa
from the West, where President Alassane Ouattara is seeking a fourth term. His regime,
Having a good understanding of the workings of the Bretton Woods institutions and the World Bank, he knows how to negotiate with these partners to get the best results.
We can also mention France, indebted to more than 113% of its GDP, becoming the
the most indebted country in Europe. In less than a year, the National Assembly was dissolved and
No less than three Prime Ministers have succeeded one another, while the opposition demands that democracy has shown its limits, it is no longer viable.
Even the resignation of the President of the Republic. Unusual, isn't it? All this also in the name of
democracy.
One thing is certain: if we continue like this, in 50 years, democracy might not exist.
than an old memory.
The Moroccan model, although not democratic in the classical sense, also deserves to be
taken into account: the country emerges and innovates with surprises every year.
As for sub-Saharan Africa, several formerly democratic countries have experienced
coups d'état that brought military juntas to power: Mali, Burkina Faso, Niger
or even Guinea. This seems to reinforce the idea that democracy has become obsolete.
in certain contexts.
I expect you to propose alternatives to allow our
