La honte du FMI : Le Sénégal (Par Peter Doyle, Économiste américain, ex-cadre senior du FMI)
Reactions continue to swirl around the so-called "hidden debt" affair. Following IMF Director Kristalina Georgieva and IMF Mission Chief in Senegal Édouard Gemayel, it's now American economist Peter Doyle's turn to speak out. In a contribution published Monday, October 20, 2025, by "Financial Afrik," this former senior IMF official didn't mince words about the situation. According to him, the IMF's shame is Senegal. Here is his full commentary.
In the fall of 2024, when Ndongo Samba Sylla and I pointed out the absurdity, given the historical peg of the CFA franc to the euro, of the IMF's 12-month inflation forecast for Senegal, namely -13% for the end of 2025 and +42% for the end of 2026, we noted that the IMF was clearly not paying attention to the numbers, not even its own. What else could happen, we wondered?
We were far from suspecting what would happen next
Following a change of government in April 2024, audits recently confirmed that government borrowing since 2019 under several IMF programs exceeded the levels announced by the IMF, including to the Senegalese public, by more than 40% of GDP (see charts). This will burden Senegal for generations to come. The sovereign debt, primarily in the United States and the United Kingdom, will be so high that courts in those countries will not recognize any new loans under their jurisdiction, except for stand-alone IMF stand-by arrangements, unless all documents are submitted to local parliaments at least 30 days before signing.
Far from hindering an early IMF program for Senegal, all this makes it possible to make a maintenance program coherent, while macroeconomic data are corrected, prefiguring a medium-term debt strategy, including on foreign currency debt.
Who should take the blame?
We must put an end to the absurdity of seeing former President Sall strut around the international stage as an eminence grise after presiding over this disaster; he should be considered a pariah.
Similarly, IMF staff are officially required to guarantee the veracity of program data, not hide behind the assurances of others. The IMF's characterization of all this as "misrepresentation" is therefore a cover-up. On the contrary, the directors of the African and Fiscal Affairs Departments, responsible for the quality of their staff's work, apparently never saw any errors in the multiple programs, despite absurd inflation projections and a colossal budget deficit, now capped by a plan that compounds all the errors, designed on the basis of uncorrected and patently untenable macroeconomic data.
As a result, and to underline that, in any case, having lost sight of 40% of GDP is unacceptable, the Director General should dismiss the two directors.
Otherwise, she should be removed from her post for tolerating, or even encouraging, such a catastrophic failure of IMF staff.
We must therefore put an end to the rush: an interim IMF programme for Senegal, accompanied by measures to freeze undeclared debts, full accountability and ex ante transparency, is now essential to save the fiscal institutions of this country and, by way of example, of the entire world.

Avec le FMI maintenant admitting la gestion ignoble de Macky Sall, il deviendra un paria ou il pensait avoir le droit d'etre: parmi les influenceurs politique du monde. PERSONNE ne va le toucher maintenant et meme Macron va finir par l'adbandonner.
La directrice du FMI va aussi etre oblige de virer ses directeurs en Afrique ou etre remplace. Ce qui est devoile par le regime de Pastef du Senegal est vraiment un scandale financier du FMI et des pratiques qu'ils font PARTOUT dans les pays developpe... Mais un gouvernement courageux les a expose et le FMI va etre oblige de rectifier le tire.
Bravo Ousmane Sonko et Pastef. Exposer les pratiques du FMI va beneficier toute l'Afrique. LA dette cachee du Senegal va etre GELEE et ce regime ne le paiera pas... Ca fera parti de l'accord avec le FMI pour sauver la face.
Washington, DC: Kristalina Georgieva, Directrice générale du Fonds monétaire international (FMI), a publié aujourd’hui la déclaration suivante à la suite d’un briefing informel du Conseil d’administration sur le Sénégal:
« Les autorités sénégalaises ont accompli des progrès importants dans le traitement du cas de fausse déclaration du Sénégal. Je les félicite pour leur engagement admirable en faveur de la transparence, les mesures prises pour identifier les passifs de la dette publique, ainsi que leur étroite collaboration avec les services du FMI sur ces questions. Les autorités avancent résolument dans la mise en œuvre des mesures correctives visant à résoudre le problème de fausse déclaration.
C'est dommage que certains anciens ministres en charge des finances du Senegal ne montent pas au crenau pour defendre leur bilan ou parler de ce sujet et eclairer les senegalais. J'ai pitie de voir nos politiciens sur la scene internationale s'accuser mutuellement sans un consensus sur ce sujet de la dette du Senegal. Il existe quand meme des economistes credibles au Senegal.
Il déteste ce pays mais il aime quel pays alors ?
Quand le peuple Sénégal comprendra, le château de cartes va s'écrouler. Wait and see
