Quand l’État reprend le dessus (Par Jules Faye)
The decision taken today by the President of the Republic, Bassirou Diomaye Faye, to terminate the functions of his Prime Minister marks a major turning point in the conduct of state affairs.
For those familiar with the close political and strategic ties between the Head of State and Ousmane Sonko, this decision may initially seem surprising. However, in light of recent developments and the evolution of governance, it appears, in many respects, inevitable.
Political history, here as elsewhere, teaches us that the coexistence of a President and a Prime Minister perceived as a "president-in-waiting" carries within it the seeds of structural tensions. The fate of these "number twos," invested with strong political legitimacy but operating in the shadow of supreme power, tends to follow a similar trajectory: that of a rupture, when the balance of roles and responsibilities becomes fragile.
It is worth recalling that the President of the Republic had granted his Prime Minister extensive powers, reflecting a clear commitment to shared governance and accountability. Yet, two years later, the situation remains worrying: public action is perceived as slowed, there is a notable absence of concrete, structuring projects, and a lack of tangible results benefiting citizens.
Added to this is government communication dominated by rhetoric, sterile controversies, and an excessive presence on social media, to the detriment of a results-oriented culture and administrative rigor. This situation raises serious questions about the quality of government leadership and the ability of certain officials to embody the performance standards expected at the highest levels of government.
In this context, the presidential decision stands as an act of authority, but also of clear-sightedness. To govern is to know how to decide with composure, discernment, and a keen sense of the nation's best interests. In this, the Head of State reiterates that political loyalty cannot take precedence over governmental effectiveness, nor partisan considerations over national imperatives.
This is precisely the essence of the presidential function: to rise above contingencies, to arbitrate fairly, and to maintain the course when circumstances demand it.
A crucial question then arises: what will be the next step following this political reorientation? Will Senegal appoint a new Prime Minister capable of meeting the challenges, combining competence, discretion, and a strong sense of public service? Will we witness the formation of a renewed government team, in line with the image of excellence and rigor that our country aspires to project?
Only time will provide answers to these questions. But one certainty remains: the action taken today will be remembered as an expression of undeniable political courage.
Mr. President of the Republic, in making this decision, you have demonstrated a vision, maturity, and sense of responsibility that command respect. You have shown that the office you hold sometimes requires difficult, but necessary, choices.
