We owe the following sentence to the veterinarian, writer and poet Birago Diop: “When the
memory goes to look for wood, it brings back the bundle it likes. " This assertion is
all the more truthful when it comes to writing, whether in the form of a biography
or "progress report". Autobiographical works are rare, especially when they
come from politicians or public figures, who do not create
controversies upon their publication, so much so that the intention behind their production is
imprint of cognitive biases.
President Macky Sall's book, "Africa at Heart," is no exception to this
rule. Especially in our era, fond of storytelling and "retouched" portraits,
telling or showing oneself is always done through beautifying filters. I don't
could not therefore, reasonably, at the end of reading the publication of the old
president, make any criticism of him along these lines.
I cannot, therefore, blame him for highlighting this famous assessment.

I will therefore grant him this cognitive dissonance which is common among politicians who
fact that they will always pretend to believe that populations - an electorate - little
grateful have wrongly punished them despite the exceptional work they have done

Nor will I be very critical of this candor, which has the appearance of servitude.

geopolitics. Reading these chapters, these words came to mind:
the immense professor Cheikh Anta Diop, to Nigerien students during a

Throughout these hundred pages, the only question is this: When
Will the West take Africa seriously, respect it and deal with it?
as equals? But the answer always comes to us from the august Senegalese scholar,
response which, forty years later, sounds like an irrevocable sentence: "But the

universe of ideologues that you will have in front of you." Without being very comfortable
comfortable with the fact that the former Head of State, like many of his peers, is not
not yet recovered from his illusions, I can nevertheless grant him that.
What I find inexplicable and unacceptable, however, is the lightness and
nonchalance with which President Macky Sall approached the riots that took place
took place in Senegal between 2021 and 2024, and which left more than eighty dead. Twenty-
four lines, spread between pages 54 and 55, were enough for him to get rid of the
problem, concluding chapter 6 with these words: “Faced with this gratuitous violence,

Is it with this argument that he intends to justify the most extreme state violence?

Can someone who has been the highest authority in the country say "he is well known
public" instead of providing us with tangible evidence? Where are these
foreigners of the far-left current as well as these members of the "brothers
Muslims"? Given that the Salafist threat has suddenly transformed into
"Brotherhood" threat in the mainstream discourse coming from France.
This speech is reminiscent of that of President Senghor following the massacre.
of December 1, 1963, on the Boulevard du Centenaire, which had left forty officially recognized dead and two hundred and fifty injured; he said, in responding to the
question from the French journalist who pointed out to him that it must be a
serious decision to give the order to fire on a crowd of demonstrators:
"I could have turned the question back on you and said, ask the opposition that
started by shooting at the security service. The security service had
instructions to fire only as a last resort, only if he was in a state of
self-defense, and that's what happened. The protesters, most of whom
were not Senegalese, fired on the security service who, after warnings,
was forced to retaliate"
Isn't it strange to have the same language elements at over sixty years old?
gap? In any case, I am personally one of those who believe that
the exercise of the monopoly of legitimate violence must be proportional to the threat, and
that assault rifles have no place in a demonstration of civilians armed with
stones and sticks. An M16, which has a range of 1,500 meters, is lethal up to 8004
meters.
We would therefore have to make this systemic break which would mean that no man
politician will no longer dare to "assume" the death of nearly a hundred of his fellow citizens
to then want to present himself to the world as a providential leader.
So no, Mr. President, I will never be able to understand that a moment
as serious as the history of our Nation is in your book only one page on
two hundred and sixteen!

Denier tout apport des infrastructures dans l'économie pour la seule raison de depassement de budget et à la seule lumière de votre expérience dans le BTP relève d'une grande légèreté !

La perfection n'existe nulle Part
Votre thèse, fondée sur un récapitulatif sélectif des faits, est fragilisée par la culture populaire du « fact-checking » dynamique, qui repose sur une investigation au cas par cas, une vérification des récits et une validation de leur conformité ou, à l’inverse, une dénonciation vigoureuse des altérations volontaires. Cet exercice permanent exige vigilance et agilité, compte tenu de la fraîcheur des événements et de l’ampleur des dégâts.
Sur le bilan infrastructurel, nous ne vous connaissons aucune expérience, ni en tant que maître d’œuvre ni en tant que sous-traitant, dans les projets majeurs de l’État du Sénégal, de nature et d’ampleur similaires à ceux mis en œuvre dans les plans d’actions prioritaires « 1 », « 2 » et « 2 ajusté et accéléré ». Si cela nous a échappé, c’est que vous étiez un véritable collaborateur dissimulé. Les accusations de « surfacturations sur fond de commissions et de rétrocommissions » doivent toujours être portées devant les corps de contrôle. Par ailleurs, un scientifique ne soutient jamais une thèse sans arguments solides.
Vos avis succincts sur « l’impact des ouvrages sortis de terre » peuvent être perçus comme une simple expression de rancœur contre la modernisation et la rationalisation des services sociaux de base. Soyez moins véhément concernant le relèvement de la puissance du réseau électrique (de 500 MW en 2012 à 1 787 MW en 2023, soit une croissance de 258 %) et l’importance des subventions massives de l’État à la SENELEC, couvrant jusqu’à 35 % de la hausse des coûts de production. Les retours d’expérience sur l’impact des politiques publiques sur les ménages révèlent une satisfaction générale face à la fin du rationnement de l’électricité, une compréhension de la nécessité pour l’État de cibler les bénéficiaires des subventions, ainsi que des engagements significatifs pour la modernisation des universités, la transformation de l’enseignement et de la recherche, et surtout des efforts concrets pour améliorer les conditions sociales des enseignants. C’est pourquoi, votre régime a hérité d’une accalmie.
Le TER et le BRT ne sont pas des « infrastructures irrationnelles ». Ce sont des modes de transport adaptés à la démographie des 4 millions d’habitants (46 % du PIB national, RGPH-5, 2023) des zones de Dakar, Pikine, Guédiawaye et Rufisque, et à notre politique de décongestion routière, validés par des bailleurs tels que l’AFD, la BAD, la BEI, la BOAD, BPI, la BM, le FVC-ONU, l’EAIF, KfW et Meridiam.
Affirmer que le pôle urbain de Diamniadio est une zone d’habitat factice témoigne d’une méconnaissance profonde en matière d’urbanisme et d’habitat. Votre avis diverge de celui des techniciens, dont les plans stratégiques n’ont pas été annulés par le régime.
Sur le segment temporel de la présidence de Macky Sall, il a librement introduit la clause d’éternité fixant le nombre et la durée des mandats du président de la République, avant de se retirer du pouvoir en toute liberté. Son ambition a toujours été d’organiser la ronde des générations au bénéfice de son parti qui, il faut le reconnaître, n’a pas su assumer son destin. La nature ayant horreur du vide, des opportunistes se sont précipités vers le pouvoir pour l’exercer avec vanité, injustice et incompétence. La République du Sénégal va aujourd’hui très mal.
L’analyse géopolitique du président Macky Sall ne souffre d’aucun complexe. Il a assumé la préservation de la tradition diplomatique du Sénégal et la promotion d’un multilatéralisme inclusif (réforme de la gouvernance de l’ONU, présidence de l’Union africaine, G20, COP, etc.). Il incarne encore aujourd’hui une vision du Sud global, loin des préjugés d’une assistance passive. Votre argumentaire aurait gagné en dynamisme si vous aviez étayé vos propos, imprudents pour un chroniqueur politique.
Vous vous présentez comme un conseiller du président de la République, M. Bassirou Diomaye Faye. Dites-nous alors le sens de son discours lénifiant devant son homologue américain, le président Donald Trump, lorsqu’il témoigne de « ses états de service et des résultats engrangés », alors que les États-Unis n’ont jamais connu autant de violations des droits des migrants. À vous de qualifier la discordance entre ses propos et ceux de son Premier ministre, dont le discours est réputé cohérent avec sa vision d’un continent africain souverain.
En matière de défense et de sécurité nationale, toutes les actions sont strictement réglementées. Si vous persistez à dénigrer la mission des Forces de défense et de sécurité, vous en assumerez les conséquences devant les cours et tribunaux. Les faits sommairement décrits se sont bel et bien produits au Sénégal. Il faut souligner que tous les services dotés d’un plan de contingence étaient en alerte maximale de 2021 à 2024. Nous devons respect à l’ensemble des Forces de défense et de sécurité de la République du Sénégal. Sans leur action coordonnée, nous ne serions pas là à débattre de la démocratie.
