On December 16, 2025, the President of the United States, Donald Trump, issued a Presidential Proclamation imposing new restrictions and limitations on the entry of foreign nationals into the United States. These measures, justified by national security and public safety imperatives, will take effect on January 1, 2026.
Senegal is listed in Section 5 of this Proclamation, along with fourteen other nations, as being subject to a partial suspension and restriction of entry. This designation places the country under a regime of targeted restrictions, distinct from the total suspension applied to other states.
The justifications provided by the US administration are based primarily on data from the Department of Homeland Security (DHS) Overstay Report for fiscal year 2024. Regarding Senegal, the report indicates an overstay rate of 4.30 percent for tourist and business visas (B-1/B-2), and a higher rate of 13.07 percent for student, professional and exchange visas (F, M and J).
As a result of this information, the Proclamation orders the suspension of entry for Senegalese nationals as immigrants. In addition, it suspends entry for nonimmigrants under visa categories B-1, B-2, B-1/B-2, F, M, and J. Consular officers are also required to reduce the validity of any other nonimmigrant visas issued to Senegalese citizens. These restrictions apply only to individuals who are outside the United States and who do not possess a valid visa on the date the Proclamation takes effect.
