Situation des Sénégalais détenus au Maroc : Les assurances du ministre Cheikh Niang
In response to concerns raised by the detention of Senegalese nationals in Morocco, Foreign Minister Cheikh Niang sought to reassure members of parliament during his appearance before the National Assembly of Senegal. The head of Senegalese diplomacy affirmed that the state is monitoring this situation with "constant vigilance" and is mobilizing all its diplomatic and consular resources to defend the rights of the citizens concerned.
Before parliamentarians, the minister acknowledged that the situation of Senegalese detainees abroad "is a source of great public concern and a priority for the authorities." He emphasized "that protecting citizens residing outside the national territory is a fundamental duty of the State."
According to him, this responsibility entails a legal obligation, national solidarity, and a moral imperative. He emphasized that the Senegalese authorities are monitoring the situation daily and remain in constant contact with their Moroccan counterparts and the diplomatic missions on the ground.
Cheikh Niang indicated that Senegalese diplomatic and consular services are closely monitoring the detainees, notably through: “regular consular assistance, access to detainees by diplomatic representatives, and the provision of legal support.” The minister specified that a lawyer has been appointed to defend the nationals concerned and that the Senegalese authorities are ensuring the conditions of detention are in accordance with international conventions and diplomatic protocols.
He also explained that some delays in the processing of legal cases were linked to strike action within the Moroccan bar, a situation beyond the control of the Senegalese authorities.
Between respecting judicial sovereignty and defending citizens
The Senegalese Foreign Minister stressed the need to reconcile the protection of Senegalese citizens with respect for the Moroccan judicial system. He reiterated that these procedures fall under the jurisdiction of the host country's judicial authority, not the executive branch. However, he emphasized that Senegal continues to explore all possible diplomatic avenues to foster a favorable outcome. The Minister highlighted the strength of the historical relations between the two countries, calling for the preservation of this strategic partnership. "The relations between our two states are based on centuries of friendship and decades of cooperation. We must work to preserve this relationship while ensuring the protection of our citizens," he stated.
Towards legal and diplomatic solutions
Cheikh Niang expressed optimism regarding the progress of the case, stating that Senegalese authorities had received assurances from their Moroccan partners. He reaffirmed the government's determination to pursue its efforts until a solution is reached. The minister thus assured that the Senegalese state would spare no effort to guarantee respect for the fundamental rights of its citizens detained abroad, recalling that the protection of the diaspora remains a central pillar of national diplomatic policy.
