Budget 2026 : Birame Souleye Diop fixe les priorités de l’energie, du pétrole et des mines
The review of his department's budget for the year 2026 in committee was an opportunity for the Minister of Energy, Petroleum and Mines, Birame Souleye Diop, to outline the main lines of government action in sectors considered strategic for the economic future of Senegal.
According to the minister, “this budget is a continuation of the reforms undertaken by the State to sustainably transform the energy, hydrocarbons, and mining sectors. This approach reflects the authorities' desire to strengthen energy sovereignty and maximize national economic benefits.” Among the stated priorities is “access to sustainable and affordable energy, a major issue for both households and businesses.”
According to the minister, the aim is "to create the conditions for more accessible, more reliable and better distributed energy across the entire national territory."
The second key area concerns the responsible and inclusive development of value chains in the oil and mining sectors. Birame Soulèye Diop emphasized "the need to make these resources a genuine lever for local development, through job creation, local processing, and the involvement of young people and local communities."
Another central pillar of his vision lies in transparency and performance in governance. The minister reiterated that the management of natural resources must be conducted with clarity, accountability, and strict adherence to procedures, in order to break with the opaque practices of the past.
Finally, “resource exploitation will now be guided by the principles of JUB-JUBBAL-JUBBANTI, a concept based on integrity, rectitude, and reform, which has become a framework for action for the new authorities.” In his address, Birame Souleye Diop also highlighted “the progress made by 2025, particularly in strengthening the economic and industrial potential linked to hydrocarbons and mining.” According to him, this progress provides a solid foundation for accelerating the structural transformation of the sector starting in 2026.
