Énergie : les pétroliers en rébellion, l’État menace de sévir, le carburant en sursis
A deep crisis is currently shaking the hydrocarbon sector in Senegal. According to information from L'Observateur, the dispute concerns the payment of a royalty of 0.2 FCFA per liter intended for the operation of the Energy Sector Regulatory Commission (CRSE).
Faced with the refusal of industry players to pay this tax under the current conditions, the same source explains, the government has stepped up its efforts. The CRSE (Regional Commission for Energy Services) has already sent formal notices and is now preparing to issue Third-Party Attachment Orders (ATDs). This procedure would allow the government to directly freeze the bank accounts of distribution companies to recover the amounts owed.
The oil companies' response
Interviewed by the daily newspaper of the Future Media Group, Ameth Guissé, president of the Senegalese Petroleum Association (ASP), denounced an attempt to "suffocate an entire industry." He clarified that the oil companies do not oppose the principle of the levy, but demand its immediate integration into the pricing structure.
Without this measure, this additional burden would further strain already insufficient profit margins.
Administrative burdens highlighted
Beyond the tax, the sector deplores the functioning of the CRSE, which is attached to the Presidency of the Republic and not to the Ministry of Energy. Ameth Guissé points to delays of more than six months in repayments to the equalization fund, a situation that forces oil companies into massive debt to maintain their operations.
A threat of paralysis
Industry players are warning authorities about the consequences of freezing bank accounts: such a measure risks bringing fuel distribution to a complete halt and paralyzing the national economy.
