The draft 2026 budget of the Ministry of Urban Planning, Territorial Communities and Territorial Development is set at 270,832,285,528 FCFA in commitment authorizations (AE) and 250,887,975,083 FCFA in payment credits (CP).

"An ambitious budget, designed to strengthen territorial governance, accelerate urban and rural development, financially support local authorities and improve the living conditions of the population," according to the finance minister in committee.

Indeed, Program 1580, Steering, Coordination and Administrative Management, has a budget of 4.75 billion FCFA in commitment authorizations and 4.68 billion FCFA in payment appropriations (PA). This program covers the internal operations of the ministry.

The 2045 Urban and Rural Planning and Development Program has a budget of: 107.94 billion FCFA in commitment appropriations (AE) and 88.12 billion FCFA in payment appropriations (CP). This is one of the major levers of the budget, heavily focused on structuring projects. The majority of resources are allocated to urban and rural development, confirming the priority given to territorial infrastructure.

The 2086 Territorial Governance Program with AE: 4.53 billion FCFA | CP: 4.48 billion FCFA aims to improve territorial administration and strengthen the implementation of decentralization.

The 2087 Territorial Development Financing Program has a budget of 124.86 billion FCFA in commitment and payment appropriations. It is the largest-funded program, reflecting the commitment to strengthening the financial capacity of local authorities. It focuses on support mechanisms for local authorities, particularly for financing their investments.

The 2135 Housing, Construction and Living Environment Program has a budget of 28.73 billion FCFA in commitment and payment appropriations. This program focuses on housing, public construction, and improving living conditions.

With an overall portfolio of more than 270 billion FCFA, the ministry places the year 2026 under the sign of financial decentralization, supported by a massive effort in favor of local authorities (Programme 2087), the modernization of territories, both urban and rural, the development of housing and construction, and strengthened administrative governance.
