Gaza: Donald Trump présente son plan pour mettre fin à la guerre, «accepté» par Benyamin Netanyahu

Donald Trump released his 20-point plan to end the war in the Gaza Strip on Monday, September 29, which has yet to be agreed upon by the parties. It includes plans for him to chair a committee overseeing the transition in the Palestinian territory.

Is there, yes or no, an agreement between Israel and Hamas? Donald Trump claims that we have never been closer to one. " We are beyond ," he says, " the closest thing to anything ," reports our Washington correspondent Vincent Souriau . However, Hamas must approve the plan developed by the American administration to date, which is not yet the case.

During Benjamin Netanyahu's meeting with President Donald Trump , the White House unveiled the US president's plan to end the war between Israel and Hamas and the governance of Gaza. This roadmap, which consists of about twenty points, was developed, according to Donald Trump, with the support of several Arab and Muslim leaders, he cited the King of Jordan , the Egyptian president, the Indonesian president, but also the Turkish president.

Qatari and Egyptian mediators have handed Donald Trump's plan to Hamas, an official familiar with the discussions told AFP. Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al-Thani and Egyptian intelligence chief Hassan Mahmoud Rashad " just met with Hamas negotiators and presented the plan to them... Hamas negotiators said they would examine it in good faith and respond ," the source said on condition of anonymity.

The plan does not require the departure of the population of Gaza and provides for an immediate end to the war if both sides accept it. It also provides for the release of all remaining hostages within 72 hours of Israel's acceptance of the plan. Once the hostages are freed, Israel would release more than 1,000 Palestinian prisoners, including several hundred serving life sentences. The Palestinian territory would be governed by a temporary " technocratic and apolitical " authority, from which Hamas would be excluded. It would be overseen by a " peace committee " chaired by Donald Trump himself and in which former British Prime Minister Tony Blair would play a role.

Donald Trump has stated that Israel will withdraw from Gaza " in phases " as part of the agreement. " Working with the new transitional authority in Gaza, all parties will agree on a timetable for the phased withdrawal of Israeli forces ," the US president announced. Donald Trump asserted that Israel would have the " full support " of the United States in taking steps to defeat Hamas if it does not accept the proposed peace agreement.

Donald Trump's warm words to Benjamin Netanyahu

Donald Trump had warm words for the Israeli prime minister. " He's a warrior ," he said. " Israel is lucky to have him as prime minister ." Donald Trump thanked Israeli Prime Minister Benjamin Netanyahu for " accepting " his 20-point plan for Gaza, " to end [...] the destruction we've seen for so long ." The US president also assured that " everyone ," except Hamas, had approved his plan at this stage. " But I have a feeling we're going to get a positive response " from Hamas, he added.

" I support your plan to end the war in Gaza, which allows us to achieve our war aims ," said Benjamin Netanyahu, speaking at a press conference with the US president at the White House. " All our hostages, the living and the dead, will return home immediately. Hamas will be disarmed. Gaza will be demilitarized. Israel will retain responsibility for security there, including a security perimeter, for a period of time ." " If Hamas rejects your plan, Mr. President, or if they say they accept it but then do everything to block it, Israel will finish the job itself ," the Israeli prime minister added.

Benjamin Netanyahu insisted that the Palestinian Authority would have no role to play in the Gaza Strip without " radical " change. " Gaza will have a peaceful, civilian administration that will not be run by Hamas or the Palestinian Authority ," he said. " With regard to the Palestinian Authority, I appreciate your strong position that it can have absolutely no role in Gaza without a true, radical, and real transformation ," he added, addressing Donald Trump.

This self-congratulatory exercise by the American president actually puts Hamas against the wall, since some of the measures announced by the White House have already been rejected by Hamas's general staff. One of the crucial points, in particular, is the governance of Gaza. According to this document transmitted by the Trump administration, Hamas would agree to have no role in the governance of Gaza, directly or indirectly, and in any form. And " all terrorist infrastructure, including tunnels and clandestine weapons production sites, would be destroyed without possibility of return ."

Hamas has always refused this condition and considered that it had the right to be armed, because it was, according to Hamas, a just right of response to what the Palestinian people are suffering at the hands of Israel.

Hostage Families Forum Welcomes Donald Trump's Plan for Gaza

The Families Forum, the main Israeli organization of relatives of hostages held in Gaza, welcomed the US peace plan for Gaza and called on the international community to pressure Hamas to accept it. “ This is a historic agreement that will allow our people to heal, end the war, and chart a new future for the Middle East ,” the Families Forum said in a statement. “ The world must exert maximum pressure to ensure that Hamas seizes this historic opportunity for peace ,” it added.

For its part, Islamic Jihad claimed that the plan is " a recipe for aggression " against the Palestinians, in a statement. " What was announced at the press conference between Trump and Netanyahu is a US-Israeli agreement and represents the position of the entire Israeli establishment. It is a recipe for continued aggression against the Palestinian people ," the Islamist movement said in the statement, the first Palestinian response to the US plan for Gaza.

The Palestinian Authority, for its part, said it welcomed " the sincere and determined efforts of President Donald J. Trump to end the war in Gaza, and placed its confidence in his ability to find a path to peace ," according to a statement.

Donald Trump's " efforts " and " commitment " praised

Egypt , Jordan , Saudi Arabia, Qatar, the United Arab Emirates , Turkey , Indonesia , and Pakistan welcomed the US president's peace plan. In a joint statement, the eight countries " commend the role of the US president and his sincere efforts to end the war in Gaza ," and " affirm their willingness to engage positively and constructively with the United States and stakeholders to finalize the agreement and ensure its implementation. "

Former British Prime Minister Tony Blair, who is expected to sit on a committee overseeing the Gaza transition chaired by Donald Trump, praised the " bold and intelligent " plan announced by the US president. This plan " offers us the best chance yet of ending two years of war ," Tony Blair said in a statement, thanking Donald Trump for his " leadership and determination ."

Emmanuel Macron welcomed Donald Trump's " commitment " to " ending the war in Gaza and securing the release of all hostages ," in response to the US president's proposed peace plan. " I hope Israel will commit resolutely on this basis. Hamas has no choice but to immediately release all hostages and follow this plan ," the French president wrote on X. " These elements must allow for in-depth discussions with all relevant partners to build lasting peace in the region ," he added, promising that France would be " vigilant to the commitments of each party ."

European Union Council President Antonio Costa urged all parties to " seize this moment ." " All parties must seize this moment to give peace a real chance ," Costa wrote on X. " The situation in Gaza is intolerable. Hostilities must cease and all hostages must be released immediately ," he added.

For his part, British Prime Minister Keir Starmer said in a statement that he " strongly supports (Donald Trump's) efforts to end the fighting, free the hostages and ensure the provision of emergency humanitarian aid to the people of Gaza. This is our absolute priority and must happen immediately ."

Benjamin Netanyahu's apologies to Qatar

Benjamin Netanyahu called the Qatari prime minister while meeting with Donald Trump. " Prime Minister Netanyahu initially expressed his deep regret over the unintentional death of a Qatari service member following the Israeli missile strike against Hamas targets in Qatar ," the White House said in a statement. " He also expressed regret that by targeting the Hamas leadership during hostage negotiations, Israel had violated Qatar's sovereignty and affirmed that it would not carry out such attacks in the future. "

The White House discussions and Benjamin Netanyahu's apology come at a delicate time. Israel is increasingly isolated, losing the support of many countries that have long been its staunch allies. Domestically, Netanyahu's governing coalition appears more fragile than ever. And the White House is showing signs of impatience.

Donald Trump affirme qu'Israël bénéficierait du « soutien total » des États-Unis pour prendre des mesures visant à vaincre le Hamas s'il n'accepte pas l'accord de paix proposé.
