The plan, unveiled at a White House press conference, calls for humanitarian aid to be delivered "without interference from either side, through the United Nations and its agencies, as well as the Red Crescent and other international institutions."

The UN, which was supposed to play a central role, was not consulted in advance and discovered the content of the text at the same time as the public.

Despite this, the organization says it is ready to act. "The UN is capable and stands ready to increase humanitarian aid to Gaza," said Jens Laerke, a spokesman for the Office of Humanitarian Affairs. "But I did not see any UN representatives at the press conference, so I cannot comment on the content of the plan."
