L'administration Trump suspend les demandes d'immigration de 19 pays, dont 10 africains
The Trump administration has announced a new tightening of restrictions to curb entry into the United States, suspending all immigration applications for nationals from 19 of the world's poorest countries.
This new tightening of anti-immigration policy comes just days after a deadly shooting of National Guard troops in Washington, for which an Afghan national is accused.
From now on, no applications for a "green card" for permanent residents in the United States, nor any applications for naturalization from citizens of the 19 listed countries will be considered, according to a memorandum published Tuesday by the immigration services (USCIS) and consulted by AFP.
Pending applications are on hold.
After the shooting in Washington on November 26, Donald Trump announced he wanted to "permanently suspend immigration from all third-world countries".
He had promised to "drive out anyone who is not an asset to the United States," to "denaturalize migrants who are a threat to national peace and to expel any foreign national who is a public burden, a security risk or who is incompatible with Western civilization."
Among the 19 countries listed are the 12 whose nationals were already subject in June to an entry ban into the territory (Afghanistan, Burma, Chad, Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen).
In addition, there are restrictions on issuing visas for seven other countries (Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela).
"USCIS plays a vital role in preventing terrorists from finding refuge in the United States," the memorandum states.
"Recently, the United States has seen the consequences of a lack of filtering, verification and prioritization of decisions," he argues, alluding to the November 26 attack and a planned attack during the last presidential election by another Afghan.
Since the recent attack that killed one National Guard soldier and seriously injured another, the Trump administration has frozen any decisions on granting asylum in the United States.
On Tuesday, the alleged perpetrator pleaded not guilty.
Homeland Security Secretary Kristi Noem said on Monday on X that she had recommended to President Donald Trump "a total ban on entry for nationals of every damn country that has flooded our nation with murderers, bloodsuckers and welfare junkies".
"We don't want them, not a single one of them," she added.
On Tuesday, the US president launched his own violent diatribe against Somali immigrants, claiming that migrants from this African country were not welcome.
"I don't want it in our country," he said. "We can go one way or the other, and we're going to go in the wrong direction if we continue to accept waste in our country."
Jacob Frey, the mayor of Minneapolis, home to a large Somali community, denounced these remarks. "Our values and commitments to the Somali community, to every immigrant community and to every person in our city are rock solid and will remain unshaken," he asserted.
Immigration law experts, for their part, pointed out that many applicants were finding themselves stuck. "Even people who have passed the citizenship test completely are seeing their cases put on hold, just a few steps from the finish line," lamented Aaron Reichlin-Melnick, a researcher at the U.S. Council on Immigration, in a message on X.
Donald Trump has made the fight against illegal immigration an absolute priority, referring to an "invasion" of the United States by "criminals from abroad" and communicating extensively about the deportations of immigrants.
The federal immigration police (ICE), which its critics accuse of transforming into a paramilitary force and which has colossal financial resources, has the mission of expelling an unprecedented number of irregular migrants.
According to the memorandum, the administration also reserves the right to re-examine applications for entry into the territory granted in January 2021.
