Political explosion: just hours after forming his government, Sébastien Lecornu handed in his resignation to Emmanuel Macron on Monday, who is under fire from critics and has been weakened internally by the rebellion of Bruno Retailleau's Republicans.

The Prime Minister, appointed on September 9 and due to hold his first cabinet meeting at 4 p.m., went to the Élysée Palace in the early hours of the morning to submit his resignation to the president, who accepted it, according to a statement from the presidency.

"The conditions were no longer met" to remain Prime Minister, he declared a little later in the courtyard of Matignon, regretting "the partisan appetites" which led to his resignation, a clear allusion to Bruno Retailleau, who on Sunday evening precipitated his fall by questioning the participation of the Republicans in the government as soon as it was formed.

The political parties "continue to adopt a posture as if they all had an absolute majority," lamented Sébastien Lecornu, acknowledging that his offer to renounce Article 49.3 to give back control to Parliament had "not allowed this shock of saying that we can do things differently."

This was the shortest-lived government of the Fifth Republic, lasting just over a dozen hours. Its fall plunged France into a political crisis unprecedented in decades.

This instability caused the Paris Stock Exchange to fall by nearly 2% on Monday morning. On the bond market, the French ten-year interest rate was rising sharply.

Calm

What will the President of the Republic do? Dissolve as the National Rally demands, resign as LFI would like, or reappoint a new Prime Minister?

No one knows. "We must remain calm and think about the French people," declared Michel Barnier on Monday, who himself was ousted by the National Assembly after three months in office.

The third Prime Minister designated in a year, after the dissolution of the National Assembly in June 2024 gave rise to an ungovernable hemicycle, divided into three very polarized blocs, Sébastien Lecornu, a close friend of Emmanuel Macron, found himself weakened after he had just formed a government of 18 ministers on Sunday evening, including 12 outgoing ministers who were reappointed to their portfolios.

Very angry at a composition which "does not reflect the promised break", LR leader Bruno Retailleau, himself reappointed to the Interior Ministry, immediately convened an emergency meeting of the Gaullist party's strategic committee, which was to be held at 11:30 a.m.

But the decision had apparently already been made. LR could not "offer one last hurrah" to Macronie, its vice-president François-Xavier Bellamy explained on Monday. The Republicans have "no need to fear a dissolution."

The main reason for the split: Bruno Le Maire's surprise return to the Army, a symbol for the right of the budgetary overruns of the last few years of Macron's governments. But also the large share reserved for Renaissance in the government - with 10 ministers, compared to 4 for the LR.

As for the leader of the centrist UDI, Hervé Marseille, he said to AFP on Sunday that "the choices made by the Prime Minister give the UDI back its freedom."

Dissolution?

Almost simultaneously with the announcement of Sébastien Lecornu's resignation, the president of the National Rally, Jordan Bardella, called on Emmanuel Macron to dissolve the National Assembly and call for new early legislative elections.

"There can be no restored stability without a return to the polls," he declared upon arriving at the far-right party's headquarters to discuss the situation with Marine Le Pen. The latter also considered a dissolution "absolutely unavoidable" and Emmanuel Macron's resignation the "only wise decision."

The leader of La France Insoumise (LFI), Jean-Luc Mélenchon, has called for the "immediate" examination of a motion to impeach the President of the Republic and proposed to the other left-wing parties "a meeting this afternoon."

"Recycling," "provocation," "slaughter," "denial of democracy," "appalling and inexplicable" or "insulting" choices... Exasperation was felt in all opposition parties on Sunday, fueling the spectre of rapid censorship.

Olivier Faure's Socialist Party (PS) had once again promised on Monday to bring down the government unless it could secure a new parliamentary debate on pension reform.

The leader of the socialists then welcomed the decision of Sébastien Lecornu, a "Gaullist" who has just "resigned with dignity and honor."

The President of the Republic "did not draw any conclusions from his defeat at the polls and I know only one master, one guide, and that is universal suffrage," noted the leader of the Socialist Party deputies, Boris Vallaud.
