Le Hamas ne gouvernera pas Gaza après la guerre, selon une source du mouvement
Hamas will not participate in the governance of Gaza after the war, a source from the movement said on Sunday, on the eve of a summit devoted to the Palestinian territory and which will bring together around twenty leaders in Egypt around Donald Trump.
A ceasefire came into effect Friday after two years of war between Israel and Hamas in the Gaza Strip, based on the US president's 20-point plan that provides for the disarmament of Hamas and excludes any role for the Islamist movement in the future governance of the Palestinian territory.
"For Hamas, the governance of the Gaza Strip is a settled issue. Hamas will not participate at all in the transition phase, which means it has relinquished control of the Gaza Strip, but it remains a fundamental element of Palestinian society," this source close to the Hamas negotiating team told AFP, speaking on condition of anonymity.
While the Hamas leadership has in the past been divided on key issues, including the future administration of Gaza, there appears to be a consensus on the rejection of disarmament.
"Hamas agrees to a long-term truce, and that its weapons will not be used at all during this period, except in the event of an Israeli attack on Gaza," the source said.
"The proposed surrender of weapons is out of the question and is not negotiable," a Hamas official told AFP on Saturday, speaking on condition of anonymity.
The first clause of the Trump plan stipulates that the Gaza Strip, where the Islamist movement seized power in 2007, will become "a deradicalized and terrorism-free zone that will not pose a threat to its neighbors."
The plan also stipulates that Hamas will play no role in the future governance of the Gaza Strip and that its military infrastructure and arsenal will be destroyed.
During a transitional phase, a "technocratic and apolitical" Palestinian committee will be responsible for managing public services.
The source close to the negotiators said that the team had asked Egypt, one of the mediating countries, to convene a meeting before the end of next week to reach an agreement on the composition of the committee, adding that the list of names was "almost ready."
"Hamas, along with other factions, has proposed 40 names. There is absolutely no veto over them, and none of them belong to Hamas," the source added.
