It's a project that local authorities have dubbed "Safe City." In the Russian city of St. Petersburg, cameras with built-in artificial intelligence have been installed on the streets to identify populations by race and ethnicity.
"We have a unique analytical system: recognizing several types of ethnic origins and nationalities, six types, which allow us to identify the concentration of certain nationalities in certain places in the city," Igor Nikonov, deputy head of the municipal committee for information technologies and communications, told the 78.ru portal.

In February 2025, the head of the Committee on Interethnic Relations, Oleg Kapitanov, announced at a meeting of the St. Petersburg government that authorities planned to install 8,000 city cameras with ethnic recognition functions on the city's streets. He said this measure was aimed at monitoring the influx of migrants.
According to data from the Federal State Statistics Service for St. Petersburg and the Leningrad Region, the number of migrants in St. Petersburg has increased dramatically, from 9,800 in 2023 to 70,500 in 2024.
