Trump présidera la transition à Gaza, selon un plan américain
Donald Trump will chair a committee overseeing the transition in Gaza, from which no residents will be forcibly displaced, according to a 20-point plan to end the war in the Palestinian territory released Monday by the White House.
The plan has been accepted by Israeli Prime Minister Benjamin Netanyahu but still needs to be approved by Hamas, the US president said at a press conference at the White House.
The plan provides for an "immediate" end to the war triggered in Gaza by the Hamas attack on October 7, 2023, a phased withdrawal of Israeli forces and the disarmament of the Palestinian Islamist movement.
All hostages must be released within 72 hours of Israel's approval. Once these releases are effective, Israel would release 250 Palestinians serving life sentences and some 1,700 Gazans detained since the October 7 attack.
Donald Trump will chair a "Peace Committee" that includes former British Prime Minister Tony Blair. This body would oversee an "apolitical and technocratic" Palestinian committee that would manage day-to-day affairs in the territory.
Hamas will be excluded from governing Gaza. Its members who lay down their arms and accept "peaceful coexistence" with Israel will be "amnesty-free." Those who wish to leave Gaza will benefit from "protected passage to destination countries," according to the draft.
Among other key points, the United States will work with "Arab and international partners to establish an International Stabilization Force (ISF) to be immediately deployed to Gaza." This force will train and provide support to "approved Palestinian police forces" and will hold consultations with Jordan and Egypt.
"No one will be forced to leave Gaza," the text reads, after Donald Trump raised the idea of emptying the territory of its inhabitants a few months ago. "We will encourage people to stay and offer them the opportunity to build a better Gaza."
Once the plan is accepted by the parties, aid will be sent to Gaza in "minimal" proportions similar to those provided for in the ceasefire agreement concluded last January.
