Affaire du riz surfacturé : les fournisseurs blanchis, Mansour Faye espère un non-lieu
In the case of the alleged overbilling of rice, the investigating judge of the first Chamber of the High Court of Dakar issued a dismissal order on October 31.
As reported yesterday by Seneweb, this decision benefits several individuals implicated in complicity in the embezzlement of public funds and forgery: rice importers Rayan Hachem, Moustapha Ndiaye, and Mohamed Dieng, as well as the former Director General of Administration and Finance (DAGE) at the Ministry of Community Development, Aliou Sow. The dismissal of the case means that the investigation did not gather sufficient evidence to justify opening a trial.
All eyes are now on the High Court of Justice, which must decide the fate of the main suspect, former minister Mansour Faye, accused of criminal association, corruption, embezzlement of public funds and other offenses on an order worth 2.749 billion CFA francs.
According to the daily newspaper L'Observateur, which reported the information, Mansour Faye's lawyers, including El Hadji Diouf, remain confident and believe that the High Court's investigating committee will follow the investigating judge's lead and dismiss the case. "The dismissal of the case against Mansour Faye is obvious; it must happen, and it will happen," stated Diouf.
The brother-in-law of outgoing President Macky Sall was placed under arrest warrant on May 26 before being released under judicial supervision four months later, specifically on September 25.
Despite the dismissal of charges against the suppliers and the former Director of Administration and Finance (DAGE), the Public Prosecutor's Office appealed, thus prolonging the legal battle. At this stage, however, they have been cleared of all charges, according to the same source.
