Affaire Ellipse Projects : le président de la CENTIF répond sèchement à Madiambal Diagne
When asked, "What clarifications can you provide in the Madiambal Diagne case, who denies being implicated in one of your reports?", the president of the National Financial Intelligence Processing Unit (CENTIF), Cheikh Mouhamadou Bamba Siby, was both informative and firm. He began by stating: "CENTIF is bound by a duty of confidentiality that prohibits us from commenting on the substance of a particular case, mentioning names, or revisiting documents in an ongoing investigation."
Therefore, without mentioning the name of the founder of the Avenir Communication group, Siby was keen to "reiterate three simple principles." One: "CENTIF is neither a court nor a police force. It is a financial intelligence unit whose mission is to receive, analyze, and enhance reports of suspicious transactions and other relevant financial information, and then, if necessary, to submit a report to the authorities."
Secondly: "I want to be clear on this point: the chronology of our actions is fully traced and documented. The dates that appear on our reports correspond to the completion of the analytical work and the collegial validation of the document."
Third and final point: "If a person disputes a document or raises an irregularity, the appropriate forum for debating it is the judicial process, not the media."
The president of CENTIF summarized that the institution he heads has the mission "to provide technical insight into suspicious financial flows; it is then up to the judges, in complete independence, to assess the value and regularity of [their] work."
Madiambal Diagne, a fugitive in France, is the subject of an international arrest warrant issued by the Senegalese judiciary as part of a judicial investigation opened by the Financial Judicial Pool for conspiracy, embezzlement of public funds, money laundering as part of an organized group, misuse of facilities related to the exercise of a professional activity, and complicity in these offenses. This procedure follows a report by the Financial Intelligence Unit (CENTIF) highlighting suspicious transactions involving a company of which the journalist is a director and the French company Ellipse Projects. It led to the detention of Diagne's wife and two children, who denounce the case as politically motivated.

Il se rendra très vite compte de la puissance de l'État.
Ce domeram faisait croire qu’il n’était qu’un simple président-marionnette et que c’était Sonko qui décidait de tout, alors qu’en réalité son Premier ministre n’a aucun pouvoir.
