Ambassade d’Irak à Dakar : un diplomate perd 502 millions F CFA dans des conditions bizarres
Mohammed Khalaf Abdel Jaleel, chargé d'affaires at the Iraqi embassy in Dakar, filed a complaint with the DIC for fraud and fraudulent practices against a trader named O. Cissé. The complainant accuses the 54-year-old man of stealing 502 million CFA francs from him, withdrawing them in several installments.
Faced with investigators, reports Le Témoin, which provides the information, the Iraqi diplomat "declared that he had first paid the trader 9.6 million CFA francs as a rental deposit without ever receiving the keys" to the premises in question.
Other payments followed, including $25,000 (approximately 14 million CFA francs), 130 million CFA francs for customs clearance of ten containers from Turkey, 18 million CFA francs for the purchase of a KIA Sportage, and 100 million CFA francs for an investment in the gold business.
"When questioned, the accused partially admitted the facts," reports Le Témoin. Cissé admits, according to the newspaper, that the $9.6 million relates to an unfulfilled rental contract. However, he disputes his accuser's version regarding the $25,000, which was allegedly a loan the Iraqi granted him, and the undelivered car, a $15 million Range Rover and not an $18 million Kia, according to the suspect.
According to Le Témoin, the merchant offered to repay the amount he acknowledged he owed to the Iraqi chargé d'affaires in several installments and according to a specific schedule. However, the newspaper did not specify the amount withheld or reveal whether the complainant accepted Cissé's proposal.
