Cour des comptes : Le Plan stratégique 2026-2030 pour bâtir une institution « qui pèse »
The Court of Auditors of Senegal is embarking on a new chapter with the validation of its Strategic Development Plan (SDP) 2026-2030. Through this document, launched on Thursday, January 29, 2026, the supreme audit institution of public finances sets out a clear ambition: "To position itself as a central player in transparency and good governance, capable of exerting a lasting influence on public management."
The plan, the result of more than six months of work, was developed under the guidance of the committee chaired by Thierno Ibrahima Arona Sia, mandated following the evaluation of the 2020-2024 cycle. Technical meetings, focus groups and feedback workshops marked the process in order to produce a project "up to the ambitions of the court," he said.
The approach was distinguished by its inclusive nature. Magistrates, administrative staff, institutional partners, civil society, and the media were all involved in the process. "Developing a strategic plan requires the involvement of all stakeholders," emphasized the committee chairman, particularly acknowledging the contributions of the Ministry of Finance and Budget, the Directorate General of the Treasury, the Budget Directorate, and partner organizations.
Moving from a court that matters to a court that carries weight
Beyond a simple planning exercise, the PSD aims to be a lever for transformation. The stated objective is explicit: to move "from a Court of Auditors that matters to a Court of Auditors that carries weight," a formula now established as a strategic direction according to the chairman of the committee, who quotes the first president of said court.
The document thus emphasizes several structuring principles: a results-oriented culture, institutional leadership, change management, inclusivity, and management commitment. The committee also highlighted the richness of the institution's human capital, described as a "reservoir of skills" and a "house of knowledge," in recognition of staff involvement.
Consolidating achievements, taking on new challenges
Mamadou Faye, the first president of the Court of Auditors, recalled that the institution has invested heavily in recent years in strengthening its intervention capacities in order to better fulfill its mission of promoting transparency and good governance in the management of public finances.
According to him, the implementation of the 2020-2024 Strategic Plan has improved performance in terms of oversight and made a significant contribution to strengthening accountability mechanisms in Senegal. The new strategic cycle builds on past achievements while addressing current challenges, including process modernization, improving the quality of human resources, and strengthening communication and relationships with stakeholders.
In keeping with the participatory approach adopted by the court, an inclusive approach was maintained throughout the development of the plan, involving internal stakeholders and external partners.
A roadmap for a modern and influential court
To achieve this new milestone, Mamadou Faye says he is counting on the commitment of all staff and the collaboration of partners to meet the challenges ahead. The ambition is to realize the vision of "a modern and efficient Court of Auditors," destined to establish its leadership in promoting transparency and good governance of public finances.
The validation of the 2026-2030 Strategic Plan thus appears as a pivotal moment for the financial jurisdiction. In a context marked by increased accountability requirements, this strategic plan is less an administrative document than a genuine roadmap intended to reposition the Court of Auditors at the heart of the challenges of oversight, public performance, and institutional credibility by 2030.
