Habitat social : le président du collectif des enseignants déféré, les dessous de l’arrestation de Ousmane Guèye Bâ
Ousmane Guèye Bâ, a retired teacher and president of the Collective of Teachers for Social Housing (Cocehas), is in serious trouble. Arrested by the Criminal Investigation Division (DIC), he has been brought before the prosecutor in a fraud case involving nearly 100 million CFA francs, reports Libération in its edition of Friday, March 6.
A memorandum of understanding that turns into a dispute
The case stems from a complaint filed by the Socomaf SA Employees' Housing Cooperative. According to the terms of a memorandum of understanding, the newspaper reports, this cooperative paid the cooperative 96 million FCFA for the acquisition of 64 plots of land. After an initial dispute concerning a site originally planned for Tivaouane Peulh, alternative plots were reportedly offered in Ndiakhirate. However, the accused party was unable to provide the required administrative documents.
Towards a last-ditch criminal mediation?
When questioned by investigators from the DIC (Criminal Investigation Division), the 66-year-old man proposed a three-month moratorium to repay the entire sum received or, failing that, to hand over a land title he allegedly possesses. The case has already been referred back to the prosecutor's office twice. For the time being, both parties seem to favor criminal mediation, the outcome of which could be finalized as early as this Friday, according to the same source.
