Things are getting complicated for former MP Seydina Fall, alias Bougazelli. Now working in real estate, he was arrested at his home in Cité Golf Océan by the Guédiawaye Urban Security unit for a series of alleged scams related to fake apartment rentals.
What began as a simple complaint quickly turned into a sprawling case, with victims successively presenting themselves at the central police station since his arrest.
Seneweb, which broke the story, has identified six victims. L'Observateur reports that at least five more complaints are expected to be filed in addition to the initial one. According to the modus operandi, the former elected official had set up an organized system of "phantom rentals" characterized by deposits collected, fictitious contracts, and appointments constantly postponed. One victim, T. Camara, paid 400,000 CFA francs for an apartment that was never made available. Another, I. Timera, paid 400,000 CFA francs after a carefully orchestrated "set-up" that included a viewing of an apartment and the creation of a fake rental agreement, the newspaper, part of the Futurs Médias Group, points out.
When questioned by investigators, Bougazelli denied any intention of fraud and accused a broker-builder named A. Dieng, described as his trusted associate, who is now nowhere to be found. However, the victims, cited by the same source, claim to have dealt directly with the former member of parliament, and written records of transactions do not support his claims.
In addition to the ongoing complaints, L'Observateur recalls that last November, the accused had to reimburse 300,000 CFA francs at the last minute to two fathers in a similar case.
Bougazelli, who has benefited from attempts at reimbursement by his relatives to "freeze" the complaints, should be brought before the prosecutor this Wednesday, unless there is a change, L'Observateur reports.
