Rapport sur la gestion de la Lonase : Lat Diop saisit l’Ordre des experts-comptables et menace de porter plainte
Lat Diop is not pleased with the report by chartered accountant Babacar Ndiaye on the management of Lonase between April 2021 and September 2023. His findings led to a second indictment of the former head of the National Lottery, who was under arrest for alleged embezzlement.
"There are serious shortcomings, both in substance and in form, in the expert's work," Lat Diop's lawyers pointed out, as quoted by Les Échos. The latter, the daily newspaper reports, have denounced the alleged blunders to the National Order of Chartered Accountants and Certified Accountants (ONECCA), threatening to file a complaint against Babacar Ndiaye.
The former sports minister's defense team believes that the expert produced "a document aimed at incriminating Lat Diop." On the form: the lawyers point out that the report is not contradictory. On the substance: they assert that the report is "riddled with inaccurate statements," citing two examples.
One: Regarding the 300 million CFA francs paid to Mr. Papa Omar Diallo, the expert reportedly stated that "the payments were made and no contract was presented to him." However, Lat Diop's defense emphasizes, Babacar Ndiaye attached to his conclusions an agreement between the lawyer concerned and Lonase that includes the payments in question.
The second example of the accountant's misconduct, according to Lat Diop's advice, is that the latter went beyond the scope of the mission assigned to him by the courts. "He mentioned the period when Lat Diop was a director at the Ministry of Finance, claiming that during this period, he received transfers from the Treasury in lieu of salaries from April to July 2020, amounting to 3.6 million CFA francs, 'unduly received'," reports Les Échos. The newspaper reports that the lawyers for Macky Sall's former minister believe that this point does not concern Lonase.
