Refus d’enregistrement de plaintes : Pape Abdoulaye Touré dénonce une entrave à l’accès à la justice
Pape Abdoulaye Touré denounced the refusal of an officer from the Faidherbe research brigade to register his complaints, considering that this action constitutes a flagrant violation of his right to access justice.
After successively appealing to the courts of Dakar, Pikine-Guédiawaye, the Special Cybercrime Division (DSC), and the urban security division of the central police station, Pape Abdoulaye Touré says he decided to turn to the national gendarmerie. But his hope was quickly dashed.
"Received by the commander, the latter, after reading my complaints, refused to register them and asked me to contact the public prosecutor directly," he stated in a note made public on Tuesday, November 4.
The activist considers this response contrary to current laws. "The refusal to accept a properly filed complaint constitutes an infringement of the right of access to justice, a right guaranteed by the Senegalese Constitution, the African Charter on Human and Peoples' Rights, and the International Covenant on Civil and Political Rights," he insists.
Thus, faced with what he calls an illegal refusal, Mr. Touré says he has reformulated his complaints and filed them directly with the Dakar prosecutor's office. According to him, his cases are "well-founded, detailed, and supported by material evidence," including identities, phone numbers, screenshots, and videos.
So far, no official reaction has been communicated by the authorities concerned.

Il faut rendre justice pour Mr Touré et sanctionner les criminels nervis et force de sécurité qui voulaient tuer Mr Touré doivent être dénoncé et sévèrement punis par la justice.
