Crise à la RTS : Pape Alé Niang répond aux frondeurs
Faced with the mood swings observed within the Senegalese Radio and Television Broadcasting (RTS), expressed through the press and social networks, the Director General Pape Alé Niang has broken his silence.
In a statement addressed to the public, he provides clarifications on several points raised by the workers.
General Manager Salary and Benefits
Pape Alé Niang clarifies from the outset that his remuneration is in no way a personal decision. As Director General, his salary is set in accordance with the applicable regulations, notably Decree No. 2012-1314 of December 16, 2012, which sets the remuneration of Directors General, Directors, Chairpersons, and members of the supervisory boards of agencies; and Decree No. 2021-05 of January 5, 2021, which establishes a lump-sum allowance for certain personnel of the State and its subdivisions.
Regarding the company car, the Director General points out that since the 2021 reforms to the management of the state's vehicle fleet, RTS no longer has company cars. In this regard, he affirms that he has been using his personal vehicle since taking office, in accordance with decrees no. 2021-03 and no. 2021-05 of January 6, 2021.
Staff remuneration and company agreement
On the sensitive issue of salaries, Pape Alé Niang indicated that upon his arrival, the salaries for April and May 2024 had been paid based on a company agreement signed on March 29, 2024, by his predecessor. This agreement, if fully implemented, would represent an estimated annual financial impact of 1.8 billion CFA francs.
This agreement was based on decree no. 2024-837 of March 27, 2024 relating to the financial advantages granted to the National Public Publisher of audiovisual communication.
However, he specifies, this decree remains inoperative to date due to the absence of the interministerial order setting out the payment procedures.
In the absence of guaranteed budgetary coverage, management has therefore decided to suspend the application of the company agreement of March 29, 2024, pending the implementation of the aforementioned decree. According to them, salaries are currently being paid based on the memorandum of understanding of October 17, 2014.
Advances, common funds and social liabilities
The managing director is adamant: according to him, there are no outstanding payments regarding advances, common funds, and other benefits owed to staff since he took office. He challenges anyone to prove otherwise.
Regarding the clearing of social liabilities, Pape Alé Niang announces that the efforts undertaken will be presented at the next board meeting, before being made public if necessary.
The head of RTS reaffirmed his commitment to pursuing the reforms already underway, with the aim of building a high-performing and truly reputable public broadcasting service. He called on all RTS staff to contribute to this collective effort before extending his best wishes for a happy and prosperous 2026.
As a reminder, RTS workers held a major demonstration yesterday to denounce a persistent financial crisis and internal management deemed opaque, directly pointing the finger at their director general, Pape Alé Niang.

Ce DG qu'on l'aime ou pas il est aisé de constater qu'il a changé positivement la RTS en terme d'audience.
Ces travailleurs de la RTS sont tous des bourgeois comparés aux autres media. Ils ont tous de gros salaires et avantages...Et veulent plus ? Ils n'ont qu'à faire la grève et cesser d'émettre. Les populations n'ont aucun besoin de la RTS ou beaucoup d'autre agences ou les effectif politique doivent être réduit.
La RTS est juste comme la Poste avec un effectif surpeuple par 300% a causes des embouchements politiques au fil des années.
