CRISE A TDS-SA : LES TRAVAILLEURS ALERTENT SUR L’AVENIR DE L’ENTREPRISE
The Senegalese Broadcasting Corporation (TDS-SA), the sole operator of Digital Terrestrial Television (DTT), is facing a profound crisis that threatens its survival and the jobs of its staff. In a statement sent to Seneweb, the Secretary General of SYNPAP, Ngor Diouf, described the situation as "alarming" and called for an urgent response from the authorities.
Strategically, workers criticize a company that is "unknown" to the general public and weakened by what they consider to be inadequate institutional communication. Despite its central role, TDS-SA is allegedly excluded from major national and international events (CAN, Dakar Youth Olympic Games 2026) and absent from decision-making bodies.
They also point to the non-use of the infrastructure resulting from the acquisition of EXCAF's multiplexes, which has been left unused for more than a year, even though it represents investments of several billion FCFA.
Operationally, the degradation of the DTT signal and the worrying state of the transmission centers are concerning. Recurring breakdowns, radios out of service in some regions, lack of equipment, absence of functional internet, faulty air conditioning and degraded hygiene conditions: workers describe a production tool in decline.
The treasury, meanwhile, is reportedly under severe strain. Staff cite opaque management, an almost exclusive reliance on state subsidies, and a lack of sustainable internal revenue, demanding greater transparency and budgetary discipline.
Internal tensions and grey areas in management
TDS-SA is also facing several legal disputes involving current and former employees. The absence of a legal director is considered a major weakness, exposing the company to legal and financial risks. Furthermore, doubts persist regarding public procurement procedures, particularly since the arrival of the new CEO.
The social climate has deteriorated significantly. Workers are denouncing what they consider abusive job assignments, positions given to unqualified staff, and practices amounting to psychological harassment. They are raising concerns about a demotivated workforce, worried about career prospects and job security.
Several decisions by the General Management are finally raising questions: full payment of salaries in May 2024 despite the financial situation, contested vehicle contracts, expenses deemed excessive, alleged distribution of envelopes for personal use and dismissal of the Director of Human Resources for refusing certain practices.
Faced with all these dysfunctions, the workers are calling on the supervisory authorities and control bodies to act to preserve a company deemed strategic for the country's audiovisual sovereignty.
