Pape Alé, la Rts et les véhicules : l’Affaire atterrit à l’OFNAC
A new twist in the controversial vehicle affair at RTS. Idrissa Fall Cissé has just announced that he has filed a complaint with the National Office for the Fight Against Corruption (OFNAC) regarding the matter.
“Following the questions raised by the case of the six (6) vehicles linked to RTS1 Senegal, I am informing you that I have formally filed a complaint with the National Office for the Fight Against Corruption (OFNAC),” he shared via Facebook. The whistleblower indicated that the complaint is accompanied by an explanatory note and 15 attachments, to allow the office to assess the facts independently.
“My approach is solely driven by a spirit of civic vigilance, respect for institutions, and the preservation of exemplary public management. I trust OFNAC to provide the necessary clarifications,” stated Mr. Cissé. The whistleblower also announced that he is working on other complaints to OFNAC, concerning information brought to his attention by employees of certain public agencies and departments, alleging “alleged management irregularities.”
In early February, the Director General of RTS, Pape Alé Niang, announced the withdrawal of four vehicles that he had, in his own words, made available to RTS free of charge. "I had made available to RTS free of charge four vehicles that were given to me. To put an end to all speculation, I have decided to take back all the vehicles. That's all. Peace be upon you. And I take full responsibility. RTS will manage with the resources available," Pape Alé Niang wrote.
Idrissa Fall Cissé, for his part, had detected inconsistencies in the statements of the RTS Director General. "Pape Alé, the 6 vehicles were given to RTS after your appointment as head of the company, but not before. They were received in August 2024, four months after you took over as director. In a program on RSI in November 2024, you said it was a gift before your appointment, and in a tweet yesterday you said that it was following a meeting with the drivers that the disastrous state of the RTS vehicle fleet was brought to your attention. Unless you had already started holding meetings with staff before your appointment," the whistleblower stated in a post.
Mr. Cissé had also noticed another incongruity in the speech of the Director General of RTS: "I find it particularly disturbing how insistently Pape Alé Niang repeats that the six vehicles were given to him. Unless I am mistaken, this is the third time he has said it publicly. However, in matters of public management, legality is not the only thing that counts: decency, perception and setting an example are just as essential," he stressed.
