Affaire Madiambal Diagne : Les affectations des commissaires ne traduisent pas une rupture, selon un ex Colonel de la gendarmerie
On September 26, 2025, the Ministry of the Interior issued a press release regarding the Madiambal Diagne case, announcing the opening of an internal investigation and the precautionary dismissal of the head of the Criminal Investigation Division (DIC) and the Special Commissioner of Blaise Diagne International Airport (AIBD). On Monday, September 29, press reports indicated that the head of the DIC would be assigned to the Guédiawaye Central Police Station, while the head of the AIBD would join the office of the General Directorate of the National Police.
Dr. Doudou Sall, a retired gendarmerie colonel, provided an analysis of these changes in a contribution published today. According to him, "such a decision is not part of a break with old practices, but rather is part of the continuity of methods consisting, for the political-strategic level, of sanctioning the operational level for addressing its own concerns," often motivated by a communication strategy to influence public perception or stifle demands for transparency in high-profile cases such as this one.
Former Colonel Sall warns of the consequences of this approach: "These practices encourage a profile of more repressive operational leaders. They tend to make careers precarious and encourage overzealousness." He explains that new leaders, under pressure, risk transmitting this constraint to their subordinates, fueling harassment and police blunders. "Citizens who, in these types of cases, 'call for heads' are often the first victims," he adds, highlighting a counterproductive logic.
Advocating for reform, he proposes modern tools for managing the Defense and Security Forces (FDS), including strengthening the rights and obligations of personnel. "Experience shows that in countries where these rights and this obligation to account – particularly to citizens – are firmly anchored, harassment and police misconduct are significantly less frequent," he argues.
He calls on the new authorities to modernize the management of FDS careers, by regulating the excessive prerogatives of the political-strategic level, for a real break beyond one-off sanctions.

Le capitaine Touré a déjà tiré la sonnette d’alarme, rejoint dans sa position par un colonel de gendarmerie à la retraite. Si l’on veut réellement situer les responsabilités, il ne faudrait pas exclure que même le ministre de l’Intérieur soit amené à rendre des comptes, voire à quitter ses fonctions.
De plus, le contrôle civil des FDS est un principe inamovible des États démocratiques. Les ex-Colonels devraient essayer de faire la politique, et non uniquement faire des contributions approximatives pour de la soi-disant visibilité, s'ils veulent influer sur le destin du Sénégal. Le seul point sur lequel je suis d'accord avec le Colonel en retraite Sall, c'est la nécessité d'une réforme du secteur de la sécurité, plus que celle du secteur de la défense, même si la défense se doit encore plus d'accompagner le développement, en sus de ses missions propres.
