Balanced public careers: Three decrees for equality in education and health

For a long time, non-civil servant staff in the education, youth, sports, and arts and music sectors did not have the same rights as their civil servant colleagues. The decree amending Decree No. 74-347 of April 12, 1974, puts an end to this situation.

Indeed, the Council of Ministers on November 19, 2025, adopted three major decrees that address inequalities in the career paths of civil servants and non-civil servant state employees, particularly in the key sectors of education and healthcare. This reform harmonizes the conditions for reclassification and promotion, and recognizes qualifications acquired during one's career. Education and healthcare, two pillars of the civil service, thus see their employees better recognized and their career paths harmonized.

From now on, these agents will benefit from the same redeployment arrangements after obtaining a professional diploma giving access to a civil service body, the same advancement conditions (rate, criteria, procedures), and a civil seniority credit, valid for advancement, with terms clearly set out by decree.

For example, “secondary school teachers with decision-making authority will be reclassified under the same conditions as tenured civil servants, retaining their seniority. The promotion rate for these teachers will be standardized at 60%, as for civil servants. The decree amending Decree No. 2006-392 allows contract teachers and professors, as well as lecturers, aged 35 or younger and holding the required qualifications, to apply for appointment to a civil service body. A two-year period is granted from the date of entry into force to submit their application. This reclassification will also allow them to be included in the National Pension Fund and to benefit from budget allocations, thus securing their career path.”

Public health: creation and reclassification of new bodies

The health sector also benefits from significant innovations, thanks to the decree amending decree no. 77-887. This involves the creation of a new A2 corps: "Medical Biology Engineers", accessible to holders of the corresponding state diploma.

Next, the automatic reclassification of eligible staff and the updating of qualifications for health service administrators and healthcare administrators, with the reclassification of qualified staff. These three decrees represent a major step forward for the Senegalese administration. They restore fairness between civil servants and non-civil servants, enhance the value of professional qualifications, and secure careers in sectors essential to the country's development.

    Khana dingueine bayi grève bi nak. On en a assez des décisionnaire. Ils ne sont pas nombreux moins de 5% des agents de la fonction publique. Mais ils prennent tous le monde en otage
