CÉRÉMONIE DE SORTIE DE LA 40ème PROMOTION DE L’ÉCOLE DES DOUANES : 327 nouveaux agents intègrent les rangs
The Customs Administration celebrated the graduation of the 40th class of the Customs School this Thursday, November 6, 2025, at the CICES (International Center for Trade and Exhibitions). The ceremony was presided over by the Chief of Staff to the Minister of Finance and Budget, Mr. Bassirou SARR.
Composed of 327 members including 8 certified agents, 132 enforcement agents and 187 customs officers, the said class has as its patron the late Customs Lieutenant Ibrahima Khalilou GUEYE, former general supervisor of the Customs School, who passed away in 2021. The event brought together the top management of the Directorate General of Customs with its head, the Director General Babacar MBAYE and several other Directors, Heads of Division and Heads of Customs Service.
The other Defense and Security Forces were also represented at the highest level with the presence of the IGFA, Major General Philippe DIA, of the CEMPART, Vice Admiral Oumar WADE, of Brigadier General Assane BÈYE, Commander of the Territorial Gendarmerie, of the DGPN, Inspector General of Police Mame Seydou NDOUR, of the Director of the Penitentiary Administration, among others.
The ceremony was also attended by the Governor of the Dakar Region, presidents of institutions, sister administrations, economic operators and a large delegation from the Patron.
This ceremony was an opportunity to pay tribute to the godfather with a posthumous award of the Customs Medal of Honour.
The Director General of Customs of Guinea-Bissau, Domenico Oliveira Sanca, and the Commissioner General of the Gambia Revenue Authority were also awarded the same medal. The latter was represented by the Gambian Customs Commissioner, Alhagie Mbaye.
In his customary address, the Head of the Recruitment and Initial Training Office, Lt-Colonel Papa Mamadou AMAR, recalled the role of the Customs School in the training and development of personnel, recounted the commendable career of the sponsor, while inviting the recipients "to embody the values of rigor, integrity and justice, to remain united, respectful of their superiors but strict and benevolent towards the users of the Service."
In his address, the Chief of Staff to the Minister of Finance and Budget welcomed the sister delegations from The Gambia and Guinea-Bissau. Bassirou Sarr also praised "the spirit of solidarity, fraternity, and shared destiny that unites our nations, linked by geography, history, and a common desire for development." He further emphasized the delicate nature of the mission awaiting the recipients. This involves operating "in a global context characterized by increasingly complex trade and a rise in cross-border threats, including organized crime, drug trafficking, smuggling, and illicit financial flows," he added.
He also welcomed the fact that "Senegalese Customs, a true economic shield for the State, stands out for its adaptability, efficiency and continuous modernization," not without announcing that the Ministry of Finance and Budget "will continue to provide its constant support to the Directorate General of Customs in the pursuit of its modernization strategy."
A parade of the recipients brought the ceremony to a close.
