Second Steering Committee meeting of PROGEP 2: ADM unveils satisfactory results

Deuxième Comité de Pilotage du PROGEP 2 : l’ADM dévoile des résultats satisfaisants

Meeting in Dakar on March 10, 2026 under the chairmanship of the Minister of Water and Sanitation, Dr. Cheikh Tidiane Dièye, the second session of the Steering Committee of the Stormwater Management and Climate Change Adaptation Project (PROGEP 2) took stock of encouraging progress and outlined promising prospects for a strategic program.

A project at the heart of national priorities

In his opening address, Minister Dièye reiterated the project's primary objective: beyond promoting territorial equity, to reduce flood risks in highly exposed areas such as the Dakar metropolitan area—Pikine, Keur Massar, Tivaouane Peul, Sangalkam, and Bambilor—as well as secondary cities like Mbour and Diourbel. " PROGEP 2 aligns with national sanitation priorities and represents a significant contribution to achieving the goal of safe, inclusive, and sustainable access to quality sanitation services ," he emphasized.

Concrete achievements on the ground

The work undertaken to date demonstrates sustained operational momentum. Key achievements presented during this session included:

→ 46,000 linear meters of drainage canals built in the departments of Pikine, Keur Massar and Guédiawaye;

→ 30 kilometers of interlocking roads to improve mobility and urban drainage;

→ An early warning system is being put in place to anticipate and manage extreme weather events.

Just two weeks ago, these advances were recognized during the visit of the World Bank Vice President for the West and Central Africa Region, who identified PROGEP 2 as one of the innovative projects to be promoted across the continent. This recognition rewards all stakeholders.

ADM, the lead architect of an integrated territorial approach

As the project's implementing entity, the Municipal Development Agency (ADM) operates at the intersection of three major challenges identified by its Director General, Dr. Mamouth Diop, in his Steering Committee report. First, the internalization of the territorialization of urban public policies, in line with the National Transformation Agenda. Second, a firm grounding in the principles of decentralization, fostering a cross-cutting approach encompassing all the challenges of territorial urban development. Third, rigorous results-oriented management, supported by medium-term strategic plans and territorial foresight.

This institutional stance is based on a strong conviction: territorial governance is inseparable from the effective management of risks and natural disasters within a framework of controlled urbanization. The reform of the Territorial Hubs and the fourth phase of decentralization are therefore essential levers for sustainably embedding PROGEP 2 within local dynamics, argues the Director General of ADM.

Strong commitments to the sustainability of achievements

On behalf of the President of the Republic and the Prime Minister, Minister Dièye reaffirmed the Government's full commitment. Beyond the infrastructure already built, the State pledged to ensure its sustainability, expand the network as needed, and mobilize the necessary resources to achieve this. The Ministry of Water and Sanitation also pledged its full support to ADM (Algerian Water Company) for the achievement of the PROGEP 2 objectives .

This Steering Committee meeting provided an opportunity to review the progress of the work, examine the level of implementation of the recommendations from the previous meeting, identify existing constraints, and collectively agree on measures to overcome them. The pragmatic approach to the urgency of the situation, combined with the depth of a sustainable intervention, remains the guiding principle of a project that has become a model for stormwater management and urban resilience in the face of climate change. Regular technical dialogue through a monitoring technical committee remains a cornerstone for effective synergy and pooling of resources in the sensitive area of sanitation.

As a reminder, financed by the World Bank, the Nordic Development Fund, the African Development Bank and the State of Senegal, PROGEP 2 is fully in line with axis 2 of the national framework relating to sustainable land use planning and organized urbanization.
