In a context of increased territorialization of public policies, marked by the implementation of Act IV of decentralization, the Sectoral Policy Letter (LPS) of the supervisory ministry and the National Transformation Agenda Senegal 2050, the Local Development Agency (ADL) is beginning a decisive step in its institutional repositioning.

The new national guidelines indeed recognize neighborhoods and villages as strategic levels of local governance, citizen participation, and the implementation of sustainable development initiatives. Within this framework, the Local Development Agency (ADL) is called upon to strengthen its local presence and reposition itself as a central player in grassroots local development, capable of effectively supporting local authorities while mobilizing communities around structuring projects.

It is with this in mind that the Chair of the Supervisory Board of the Adl organized a two-day strategic seminar. This meeting was dedicated to reflecting on institutional repositioning, with a particular focus on the scale of neighborhoods and villages, amending the institutional strategy and defining the 2026-2028 Performance Contract.

The overall objective of this seminar is to amend the ADL's strategy, define the future Performance Contract, revise the organizational chart and engage in structured reflection on global repositioning in order to better meet the current requirements of local development.

The work aims to identify priority areas and strategic directions for the next five years, define the objectives, indicators, and targets of the Performance Contract, and adapt the organizational chart to the actual missions and new priorities. It also sought to ensure greater coherence between strategy, organization, and performance, while conducting a thorough review of the Agency's operational repositioning at the neighborhood and village level.
