Diplomatie et diaspora : Le Sénégal adopte un budget 2026 de 65 Milliards F CFA

The draft budget for 2026 of the Ministry of African Integration, Foreign Affairs and Senegalese Abroad was adopted this Friday, November 14, 2025, by the Finance Committee and the Foreign Affairs Committee.

The budget allocation is part of a context of rationalizing spending, but maintains a strong strategic focus on cooperation and the diaspora.

The budget envelope for the 2026 financial year is set at 64.97 billion CFA francs in payment appropriations (CP), compared to 75.79 billion CFA francs in 2025.

 

Decrease: This allocation marks a reduction of 10.82 billion CFA francs, or -14.28%, reflecting an effort to rationalize the budget and the need to prioritize essential diplomatic missions.

The minister stressed that this configuration is part of a logic of efficiency and performance, stating that "budgetary rationalization should not be seen as a constraint, but as an opportunity to improve our efficiency and diplomatic impact."

The ministry's priorities revolve around a diplomacy of proximity and influence: Proactive Diplomacy: Maintain a proactive diplomacy and consolidate bilateral and multilateral relations.

 

Continental Integration: Promoting African integration by supporting the implementation of the African Continental Free Trade Area (AfCFTA).

Economic Diplomacy: Mobilizing development cooperation and attracting foreign direct investment.

Senegalese Abroad: Strengthen consular protection and improve support mechanisms for productive investment by the diaspora, considered an essential pillar of the nation.

Governance: Optimizing diplomatic governance through digitalization and resource pooling.

The 2026 budget is in line with the National Development Strategy, which aims to strengthen Senegal's position as a major player in the defense of multilateralism and regional cooperation.
