Éducation : Le SIENS dénonce l'inertie du gouvernement et décide de passer à l'offensive
Meeting in Administrative Commission on January 24, 2026, the Union of Inspectors of Education and Training of Senegal (SIENS) presented an alarming assessment of the educational situation in Senegal. Despite the promises of change made by the current regime since March 2024, the union notes with bitterness that the expected reforms are not translating into concrete actions. On the contrary, the gap is widening between the State's commitments and the reality on the ground, marked by a social legacy that has been accumulating since 2014. Faced with what it describes as a lack of political will, SIENS is now demanding immediate measures to restore the dignity of the oversight bodies and guarantee the quality of the education system.
At the heart of the demands is the situation of non-civil servants known as "decision-makers." The union is calling for the immediate implementation of decrees 2026-65 and 2026-66 to align them with civil servant status and ensure their swift reclassification, thus ending a long-standing injustice in the sector. Simultaneously, SIENS is demanding a significant increase in the Pedagogical Supervision and Control Allowance (ICEP) to bring it in line with other sectors of the civil service, as well as the reinstatement of research allowances and the school bonus for inspectors.
Logistically and structurally, the situation is also critical. Inspectors are demanding the completion of construction projects for the inspection offices (IA, IEF) and training centers (CRFPE), while also calling for adequate vehicle and equipment allocation. The union is also insisting on the need to guarantee transparency in the selection of local officials and to clarify travel arrangements for inspectors of general and technical education. In addition, issues such as the optional raising of the retirement age to 65 and the implementation of the new G50 parametric rates remain major points of contention.
Faced with the authorities' silence, SIENS has decided to take action. It is calling on all external stakeholders to boycott the initial teacher training for the 2025-2026 academic year until the allowances owed for previous years are paid in full. By aligning itself with the G7 strike call, the union is urging all inspectors in Senegal to mobilize fully to force the government to open serious negotiations and honor its commitments.
