Kajas Microfinance Scam: Pape Ndiogou Niang, the downfall of a repeat forger

The Dakar Magistrates' Court heard a bizarre case on Monday, November 17, 2025, involving Pape Ndiogou Niang, a transporter prosecuted for fraud, forgery, and use of forged documents to the detriment of Kajas Microfinance. The defendant, described as a repeat offender of bank fraud, had managed to obtain an initial loan of 20 million CFA francs in 2022 using a completely falsified application, before attempting to secure a loan of 140 million CFA francs in 2025.

According to the general manager of Kajas Microfinance, Waly Bakhoum, in 2022 a certain Ndiogou Niang presented himself at the bank with a bank statement from CBAO, a vehicle registration document registered TH 1060 K, a notarized company statute and a land lease n°549 established in the name of Idrissa Samb, supposed to guarantee the solvency of the applicant.

Once the loan was received, the beneficiary disappeared, ceasing all repayments. After investigation, the bank discovered the lease was fraudulent. Idrissa Samb, the true owner, had never met the accused. Worse still, the land in question had already been mortgaged to ACEP since 2022. Having been informed of this fraudulent use of his identity, Idrissa Samb filed a complaint.

Three years later, the same individual presented himself at the Sacré-Cœur branch of Kajas Microfinance, this time under the identity of Pape Ndiogou Niang, to request a loan of 140 million CFA francs. Analysis of the documents provided revealed a new series of inconsistencies: "NINEA and business registration numbers questionable, inconsistent bank statements, non-compliant accreditation card, falsified prefectural decree," reports the plaintiff.

Remembering the man, the bank decided to set a trap for him. They agreed to the loan in principle, but demanded a down payment of 14 million CFA francs. On October 28, 2025, when Pape Ndiogou Niang returned to finalize the transaction, he was arrested by the research unit.

Before investigators, Pape Ndiogou Niang admitted to using forged documents, but he implicated a certain Habib Sow (who could not be located), presented as his accomplice. The investigation revealed that he possessed two identity cards and had falsified Idrissa Samb's documents, which were used to obtain the initial loan of 20 million CFA francs.

At the hearing, the defendant admitted to the facts. His lawyer informed the court that he had repaid 16 million CFA francs of the 20 million initially embezzled. The prosecutor requested the strict application of the criminal law.

After deliberation, the court found the defendant guilty and sentenced him to one year in prison, with four months to be served. The judge ordered the remaining 4 million CFA francs to be returned to the plaintiff.
