Fonctionnaires milliardaires : La réponse d’Omar Dramé du collectif des agents de l'administration à Sonko
Coordinator of the Interministerial Collective of Senegalese Administrative Agents, Omar Dramé, speaks in this brief interview with Seneweb about Prime Minister Ousmane Sonko's departure. The latter addressed the issue of corruption in the administration last Monday.
Mr. Dramé, as coordinator of the Interministerial Collective of Civil Servants, what do you think of the Prime Minister's comments about civil servants?
I would like to remind you that the Prime Minister has control over the administration. He is its head. He was an agent of the administration. We do not appreciate this outburst from the Prime Minister, who has made this point before. Each time, he discredits the administration's agents, who are nevertheless very committed, who work under extremely difficult conditions in the ministries, at both the central and decentralized levels. The Prime Minister should instead address the difficulties we face, instead of saying sometimes that the administration's agents are corrupt, sometimes that they do not work.
Do you share his view that a civil servant cannot be a multimillionaire or a billionaire?
I couldn't give an exact answer without having factual elements on this. We could have opted for entrepreneurship or being a businessman. But if we chose to be in the administration and serve our country, I think there is a minimum level of remuneration that we should have. Now, there are mechanisms in place to deal with cases of workers who are supposedly corrupt, multimillionaires, or billionaires. There are regular audit missions at the administration level. Our only objective is to make the administration effective and efficient. But constantly wanting to attack civil servants, that we find unacceptable and inadmissible. What the Prime Minister should do is instead to put workers in good conditions, starting by correcting the imbalance in the remuneration system. That's what the debate should be about, nothing else.
What is your opinion on a possible salary cap that he also mentioned?
This is nothing new. And I think the Prime Minister is talking about ministers and Directors General who sometimes receive more than the President of the Republic. The old regime had to work on these aspects. Some Directors General, such as those of the port and the ARTP, had a salary level that hovered around 15 to 20 million. A decree was issued to cap these salaries. In this context, I have no comment. As for civil servants, I think it's impossible. Because there is a salary scale. Now it's the allowances that differ. Where solutions must be found is at the level of allowances and common funds. If the State does this, it could rebalance and the agents could be in good conditions.
How can we put an end to corruption and illicit enrichment within the administration?
I won't say that there is no corruption in the administration. As in any profession, there are black sheep. The first thing is to put employees on an equal footing, as the principle "equal qualifications, equal pay" states. Because wanting to put certain administration employees at a level of remuneration that is three or even four times higher than that of other administration employees is always problematic. The first thing to do, therefore, is to review the remuneration system, which is profoundly unequal.
Other solutions…?
The other aspect is modernizing the administration. And modernizing the administration inevitably involves what we call digitalization. Because if the agent is in constant contact with cash, this can put them in a delicate situation with regard to corruption. Especially an agent who does not receive a decent salary. That, too, is extremely important. We also need to change the texts, because the texts are very old.

N importe quoi,ces voleurs qui s enrichissent sans cause et commettent des abus de biens sociaux ou détournement de deniers publics.
Que tous les malfaiteurs remboursent d abord tout,puis 8 ans de ferme ,sans possibilité de remise de peine,ni aménagement.

Il faut un million par mois pendant 83 ans pour avoir un milliard. Ou 5 millions par mois pendant 16 ans et demi. Donc ce sera difficile d’avoir un milliard sur la base d’un seul salaire de fonctionnaire. Par contre le foncier est la voie royale, les séniors qui avaient des maisons ou des terrains dans certaines zones peuvent avoir un patrimoine très important. Des fonctionnaires honnêtes avaient des maisons au Plateau, au Pt E, à Fann résidence, Mermoz, Yoff, Ngor Almadies et j’en passe. Ou bien des vergers dans la zone des Niayes, à l’époque personne ne voulait de certaines zones mais certains y avaient investi par pure chance j’allais dire. Donc si on évalue leur patrimoine c’est beaucoup d’argent mais à l’intérieur certains vivent modestement. Le vrai sujet, ce sont ces nouveaux fonctionnaires qui roulent en voitures de 100 millions, construisent des palais et des châteaux en un temps record.
Les sénégalais ont déjà fait leur choix sur DIOMAYE. C'est lui l'équilibre, c'est lui la stabilité, c'est lui qui comprend les sénégalais et la géo politique.
