Inondations: Amadou Aly Kane plaide pour une politique nationale de prévention
Since August 15, as with every winter, Senegal has been reliving the same scenario. Neighborhoods and families are submerged, roads cut off by flooding. Lawyer and human rights advocate Amadou Aly Kane, a guest on the "Sunday Jury," emphasized that this situation reflects, above all, a lack of long-term vision. "We always react, but we don't prevent," he laments. For him, the solution to flooding doesn't lie solely in pumps or retention basins. It requires a national, integrated, and preventive vision, based on coordination and sustainable development.
According to him, the recurrence of floods is a sign of poorly coordinated governance. "Flood control is entrusted to the Ministry of Hydraulics and ONAS, while the Civil Protection Directorate and the Orsec plan, which are supposed to lead risk management, remain in the background," he says. This dispersion of responsibilities prevents a comprehensive approach. However, he insists, flood management is not the responsibility of a single ministry, but must involve the State, local authorities, technical services, the private sector, and the population.
Root causes aggravated by climate
Maitre Kane places the problem in the context of global warming. Torrential and irregular rains, which saturate fragile sanitation networks, anarchic urbanization, with houses built in old riverbeds, desertification and the advance of the sea, which reduce habitable land and threaten coastal cities. "Some neighborhoods should never have been inhabited. The departments responsible for land use planning must be involved before any building permits are issued," he warns.
Faced with this observation, Mr. Kane proposes a major reform: "The Civil Protection Directorate must be transformed into a National Agency for Combating Disasters, whether climatic or technological." This structure would have the mission of anticipating rather than enduring them: mapping flood zones, concerted urban planning, adapted construction standards, community awareness. Beyond the emergency, the lawyer, acting secretary general of the R3D environmentalist party, insists on responsibility towards future generations. "Sustainable development is not only about meeting today's needs. It is also about avoiding leaving famine, land conflicts, and climate disasters to our children."
