Kafountine: At least 5,000 people without civil status documents

Kafountine : Au moins 5000 personnes sans pièce d’état-civil

The crisis in Casamance is considered a determining factor in the problem of civil status in several localities in this southern part of the country. However, the censuses conducted as part of the mobile court hearings as part of the Diomaye plan for Casamance, to remedy this problem, demonstrate other factors or causes.

In Kafountine, for example, these in-depth investigations to enable every citizen to have their civil status document and be able to carry out all administrative procedures, have revealed negligence on the part of parents in the declaration of their children.

"This hearing could really give young people, children, the opportunity to have their own excerpt. That's the main importance of this hearing. Because children suffer a lot from excerpt problems. There are children in schools, even as young as CM2, who don't have an excerpt. The problem is at another level too, I can also say, perhaps there is parental negligence. We have to be clear about that. There is negligence on the part of the parents," Moustapha Diatta insisted, welcoming this regularization procedure.

Elie Bana Diatta, deputy delegate of the Kerouane district, welcomed the mobile court hearing held in Kafountine, stating that the population had been waiting for it for a long time. Elie Diatta, referring to the registration problem caused by the crisis, pointed out that other causes have also been added.

"Many people have been moving, so this has caused enormous problems for people. Many parents have had to really neglect the search for extracts for their children. They devote themselves to any job to really put aside the search for extracts. And this is not normal. So we must first let the search for an extract for your child," he lamented. Mr. Diatta pleaded for the continuation of mobile hearings, in order to give as much opportunity as possible to all citizens who are in these cases to regularize their status.

A plea also launched by the mayor of Kafountine.

David Diatta bluntly stated that the problem of civil status in Casamance is a reality. "With the statistics we already have, we have registered more than 3,000 birth cases in addition to what was already registered in December 2024 and in March, which was at most 2,000 cases registered. Today, we can say that the objective has been largely achieved in Kafountine because the first census we carried out showed 5,000 cases of people without civil status documents," explained Mayor David Diatta, during the public hearing held in his commune.

David Diatta welcomed this effort by the Senegalese government, particularly the President of the Republic and the Prime Minister, who, according to him, placed particular emphasis and priority on the definitive resolution of the civil status issue in Casamance.

This regularization opens the doors to identification for these populations who will now be able to seek an identity document and live their Senegalese identity, hence the interest for the mayor in allowing everyone to have this possibility of registering with the civil registry.
