Alioune Tine's warning, after Yacine Fall's visit: "Rebeuss has become a powder keg"

L’alerte d'Alioune Tine, après la visite de Yacine Fall : « Rebeuss est devenue une poudrière »

Alioune Tine, founder of the Afrikajom Center, a guest on Seneweb's "Ultimatum" program, welcomed the Minister of Justice's first outing. Yacine Fall visited the Rebeuss remand center, his first official outing since his appointment as head of the department. The human rights defender considers this gesture "a powerful symbolic act" in a context where detention conditions in Senegal are a matter of national concern.

Alioune Tine recalled that Rebeuss prison is dramatically overcrowded, with an occupancy rate of nearly 300%. "Rebeuss was originally built for horses. Today, inmates live in inhumane conditions. The prisoners, crammed into cramped cells, resemble the slaves embarked on ships bound for the Americas," he lamented.

The activist also denounced the slow pace of justice and the increase in pretrial detentions, compounded by a lack of judges and lawyers. "This delays proceedings and fuels overcrowding. We need a fundamental review of our criminal justice policy. Prison must be a measure of last resort," he insisted.

Alioune Tine recalled the report of the UN Special Rapporteur on Torture, which described Senegalese prisons as "powder kegs." "If you lock up young, robust artisans, tailors, or masons, they may end up thinking about using their strength in other ways. We need to rehumanize detention," he warned.

 

Furthermore, the founder of the Afrikajom Center notes that the Senegalese justice system remains too politicized. "It's a political justice system that needs to change. This is what makes it difficult to distinguish between accountability and settling scores," he said.

Alioune Tine also addressed the fluctuating relationship between civil society and political authorities. "When politicians are in opposition, they listen to civil society. But once in power, everything changes. This relationship of mistrust is nothing new," he recalled.

    Ce régime est dans une réalité visible de règlement de comptes sans précédent de l’histoire politique du Sénégal. Ça aussi doit être combattu avec force sans ambiguïté Mr Tine. La peur de dire la vérité sur les actes et actions du moment, est la principale cause des pays qui ont basculé dans la dictature totalitaire. Dans ce cas, tout le monde sera responsable surtout ceux qu’on considère comme intellectuels.
