Le Casque Orange ALPHA ISI au secours de l’assurance qualité de la construction au Sénégal
"Building is a vital heritage asset; it shelters lives. And yet, in West Africa, it is one of the rare sectors where quality assurance is not systematic," warns Alpha LO, President of Alpha ISI, a French project management group founded by this Franco-Senegalese.
Unlike in Europe, where no construction site begins without an inspection office, a technical design office (BET), and ten-year insurance, in Senegal, the majority of real estate projects still escape any oversight. A regulatory vacuum that costs lives.
The solution does exist, however: project management.
- Design management guarantees that each project is designed with compliant plans, validated by engineering firms and checked by approved bodies.
- The execution project management (MOEX) ensures daily monitoring of construction sites, verification of materials, compliance with standards and compliance with deadlines.
In other words, an essential safeguard for tracing the quality of the building, from the first line to the handing over of the keys.
Founded in the Île-de-France region, the Alpha ISI group has established itself as a recognized player in project management. In 2024, it created its subsidiary, Alpha ISI Africa, to put its expertise at the service of the continent.
Today, the company operates in Senegal, Benin, and Ivory Coast, on projects ranging from social housing to major urban developments. Its credo: to bring rigorous and transparent engineering to a sector where the informal sector still dominates. "Our mission is clear: to restore confidence in citizens and investors by guaranteeing safe and sustainable buildings. This is the role of the Orange Helmet," explains Alpha LO.
Faced with the increasing number of tragedies, several voices are calling for the Senegalese government to legislate. A law could make the involvement of a design and execution project manager mandatory for any real estate project with a floor area exceeding one thousand (1000) m2. This reform would bring Senegal into line with international standards while protecting its citizens.
Beyond standards, it's a matter of trust. Every building constructed without technical supervision is a ticking time bomb. Every building constructed under the supervision of a project manager is a guarantee for families, investors, and entire cities.
In Africa, where construction is a sensitive asset but where traceability is still lacking, Alpha ISI wants to be the spearhead of a movement: to ensure that every citizen has safe and decent housing.

Il y a des standards internationaux applicables au BTP, il suffit que l'état accepte et abroge ces normes de sécurité et tout va rentrer dans l'ordre.
J’ai eu l’occasion de collaborer avec lui sur plusieurs projets en Île-de-France, et j’ai pu constater son sérieux et sa méthode de travail. Son approche structurée et son insistance sur le respect des normes sont des atouts précieux dans un contexte où l’absence de contrôle peut avoir des conséquences dramatiques.
Aujourd’hui, son engagement pour une meilleure réglementation et pour une généralisation de la maîtrise d’œuvre en Afrique traduit une volonté claire : contribuer à bâtir des infrastructures sûres et durables, au bénéfice des citoyens comme des investisseurs.

S'agissant de toute révolution, il y a des imperfections.
L'Europe s'est dotée d'arme sécuritaire pour faire face aux accidents. La France a les normes les plus draconiennes au Monde.
