Les fournisseurs de l’ONFP dénoncent un blocage illégal du paiement de leurs factures
The collective of suppliers to the National Office for Vocational Training (ONFP) is speaking out to denounce what it calls a "flagrant injustice" in the settlement of its debts. For over a year, ten Senegalese companies have been waiting for payment for DRP contracts executed in accordance with the institution's requirements, for a total amount of 187.6 million CFA francs.
The contracts, duly budgeted, were awarded in various sectors. However, before the invoices were settled, the statement explains, "a change of regime occurred in Senegal. With the arrival of a new team at the head of the ONFP (National Office for Vocational Training), the matter has stalled." This, according to the group, has plunged the suppliers into a difficult financial situation.
The group explains that despite the ARCOP's injunction being ignored on March 25, 2025, the Public Procurement Regulatory Authority (ARCOP) had nevertheless ruled. After meeting with the suppliers, as well as the Director General of the ONFP and his legal advisors, ARCOP gave clear instructions to settle the invoices "without delay."
However, instead of complying with this injunction, the ONFP management summoned the suppliers for negotiations deemed "without any legal basis." To everyone's surprise, they reportedly offered to pay them only a quarter of the amount due, or 46 million CFA francs, instead of the 187.6 million.
A forceful approach denounced
The group of suppliers describes this action as "scandalous and unjustified," pointing out that the DRP contracts were executed according to regulations and budgeted. They are directly appealing to the President and the Prime Minister to ensure that the ARCOP's injunction is respected and that the invoices are paid in full.
"We will not give in to arbitrariness and coercion," the group insists, announcing its intention to use all legal means to regain its rights.
